MSEDCL Notifies Green Energy Open Access Norms
Maharashtra State Electricity Distribution Company, in a recently notified circular, has issued guidelines for the roll out of green energy open access for consumers with contract demand of 100 kW or more.

The Maharashtra State Electricity Distribution Company Ltd. (MSEDCL) has notified the guidelines for the rollout of green energy open access in the state. It allows consumers with a contract demand of 100 kW or more to avail of open access to green energy.
This is in line with the Maharashtra Electricity Regulatory Commission (Distributed Open Access) (Second Amendment) Regulations 2023.
“Consumers with a contract demand or sanctioned load of 100 kW or more are now eligible to take power from green energy through open access, with specific conditions applicable to multiple connections within the same electricity circle. Special provisions for captive consumers and conditions for open access consumers sourcing power from renewable energy generators have been detailed,” noted the guideline.
According to the notification, the Maharashtra State Load Despatch Centre (MSLDC) has been earmarked as the nodal agency for short-term open access. And, the nodal agency for medium/long-term open access is the State Transmission Utility (STU).
Banking charges have been adjusted to eight percent of the energy banked. “Any unutilised surplus banked energy will lapse at the end of each banking cycle, with eligibility to receive renewable energy certificates for the lapsed energy,” noted the notification.
It has also made provisions for green energy open access with lower contract demand. “Green energy open access is now allowed for consumers with contract demand lower than 1 MW based on specific metering requirements (Special Energy Meter for High Tension Consumers and ToD meter for eligible Low Tension Consumers),” specified the notification.
It also mentioned about exemptions from cross-subsidy and additional surcharges. “There will be exemptions from cross-subsidy surcharge and additional surcharge for power sourced from energy utilised for non-fossil fuel-based waste-to-energy plants and for green production of green hydrogen and green ammonia,” mentioned the notification.
It further clarified that there will be additional exemptions for offshore wind projects commissioned up to December 2032 and for green energy open access consumers who pay fixed charges.
