MPUVNL Invites Bids for 26 MW Solar Rooftop Plants in Madhya Pradesh

Madhya Pradesh Urja Vikas Nigam Ltd. (MPUVNL) has issued a tender to standardise rates and select contractors for 26 MW of grid-connected and off-grid solar rooftop systems under EPC mode in Madhya Pradesh. Bid submission ends on December 31, 2024.

Madhya Pradesh Urja Vikas Nigam Ltd. (MPUVNL) has floated a tender for standardization of rates and selection of contractors for grid-connected and off-grid solar rooftop systems at various locations in Madhya Pradesh under EPC Mode aggregating to 26 MW.

Bid submission will start on December 9, 2024 and will close on December 31, 2024. Techno-commercial bids will be opened on January 2, 2025.

The project is divided into four groups. Group A includes off-grid systems with 4.8 kVAh battery per kW where the project capacity ranges from 1-25 kW with a total cumulative capacity of 1,000 kW.

Group B includes grid-connected solar rooftop systems without battery with capacities ranging from 1-3 kW with a total cumulative capacity of 5,000 kW.

Group C comprises grid-connected solar rooftop systems without battery with capacities ranging from more than 3 kW to 10 kW with a total cumulative capacity of 10,000 kW.

Group D comprises grid-connected solar rooftop systems without battery with capacities ranging from more than 10 kW to 500 kW with a total cumulative capacity of 10,000 kW.

The bidder needs to pay INR 12095 (including GST) as a fee for the tender document and processing fees. Further, the bidder also needs to furnish bid security that varies according to project category. For Group A, the bid security is INR 4.50 lakh while for Group B, C and D, the bid security amounts are 22.50 lakh, 40.50 lakh and 40.50 lakh respectively.

In case a bidder bids for more than one category, the total bid security will be the sum of the bid security of each component. Therefore, a bidder who bids for all four categories will need to submit INR 1.08 crore as bid security.

As for technical eligibility, for Group A, the bidder must have completed solar projects totalling 120 kW. The eligibility threshold for Group B, C and D are 600 kW, 1080 kW and 1080 kW respectively.  

The bidder should have designed, engineered, supplied, installed, tested and commissioned along with comprehensive operation and maintenance of grid-connected rooftop solar projects during the last 5 years from the last date of bid submission for meeting the technical eligibility criteria for Project Groups B, C and D.

The bidder should have designed, engineered, supplied, installed, tested and commissioned with comprehensive operation and maintenance of off-grid rooftop solar projects during the last five 5 years from the last date of bid submission for meeting the technical eligibility criteria for Project Group A.

To be financially eligible, the bidder’s average annual turnover of the last 3 financial years should at least be 45 lakh for Group A, 2.25 crore for Group B and 4.05 crore each for Group C and D. Additionally, the bidder must have a positive net worth in the latest financial year.
