MoHUA's SBM-GOBARdhan Biogas Conference Ignites Momentum for CBG Sector

The conference underscored the pivotal role of biogas in India's waste-to-energy transition, emphasizing its potential to enhance energy security, stimulate entrepreneurship, create employment opportunities, and bolster local economies.

In a significant push towards advancing the Compressed Biogas (CBG) sector and promoting the Waste to Wealth & Circular Economy agenda, the Ministry of Housing and Urban Affairs (MoHUA) orchestrated the 'SBM-GOBARdhan Biogas Conference' in collaboration with GIZ, Circular Waste Solutions, and UNIDO at Bharat Mandapam, New Delhi. 

Attended by over 400 participants from 25 states and 150 cities, the day-long conference delved into transformative policies for waste-to-CBG projects, off-take arrangements, financing CBG plants, and global initiatives for CBG. 

The conference underscored the pivotal role of biogas in India's waste-to-energy transition, emphasizing its potential to enhance energy security, stimulate entrepreneurship, create employment opportunities, and bolster local economies. 

Aligning with the objectives of SBM-U 2.0, which aims to establish a garbage-free urban India, the target is set to establish 15,000 TPD Bio-CBG plants by 2026. MoHUA has instructed States/Urban Local Bodies (ULBs) to support Oil and Gas Marketing Companies (OGMCs) in setting up CBG plants.

Housing and Urban Affairs Minister, Hardeep Singh Puri, announced two major initiatives – a specialized subsidiary focused on waste processing projects and a fund housed in HUDCO, providing partial credit guarantees funded by government fees and support.

Addressing the urgent need for fast-tracking CBG plant implementation, Manoj Joshi, Secretary, Ministry of Housing and Urban Affairs, stressed the importance of risk reduction strategies and complete handholding for cities. The conference also featured discussions on challenges in CBG plant operations, financing opportunities, and sustainable business models, with contributions from key stakeholders including the United Nations, GIZ, World Bank, ADB, and private sector entities.

The conference concluded with key takeaways, highlighting the availability of Viability Gap Funding (VGF) for Bio-CBG projects, jointly prepared Model MCA and RFP for waste processing projects and the necessity for uniform policies at the state level and ULBs to onboard private concessionaires and ensure the quality of waste through proper segregation.
