MNRE Releases Scheme Guidelines for Pilot Projects on Green Hydrogen Production and Use

MNRE has introduced guidelines for pilot projects focused on producing and using Green Hydrogen through innovative methods. These projects target residential, commercial, and decentralized applications, exploring new sectors and technologies not covered by previous Mission schemes.

Ministry of New and Renewable Energy (MNRE), has issued scheme guidelines for the implementation of pilot projects aimed at advancing the production and utilisation of Green Hydrogen using innovative methods.

These projects are a key component of the National Green Hydrogen Mission, which was launched in January 2023 with a total outlay of INR 19,744 crore. The mission aims to position India as a global leader in Green Hydrogen production, technology, and market development, while supporting the country’s efforts to decarbonise its economy and reduce its reliance on fossil fuels.

The pilot projects will focus on decentralised applications in residential, commercial, and community settings, exploring innovative production methods such as floating solar-based hydrogen production, biomass-based production, and wastewater-based hydrogen generation. These methods are expected to optimise local resources like renewable energy potential, water, and land, while reducing transportation and infrastructure needs. It will explore new sectors and technologies not covered by previous Mission schemes.


Green Hydrogen will be explored as a fuel for a variety of decentralised applications, including cooking, heating, off-grid electricity generation, and off-road vehicles. Additionally, the projects will validate the technical feasibility of using Green Hydrogen in real-world settings, including household appliances, city gas systems, and community-level applications.

A critical aspect of the initiative is demonstrating the safe and secure use of Green Hydrogen in sectors not previously covered under the Green Hydrogen Mission, which will ensure its broader acceptance and adoption. With a budget allocation of INR 200 crore until the financial year 2025-26, the projects will be managed by Scheme Implementing Agencies (SIAs) such as the National Institute of Solar Energy (NISE), the National Institute of Bio-Energy (NIBE), and the Solar Energy Corporation of India (SECI).

These pilot projects are designed to address challenges in current Green Hydrogen technologies, regulations, infrastructure, and supply chains, and will provide valuable insights for scaling up Green Hydrogen production across various sectors. By demonstrating the viability of decentralised Green Hydrogen production, these projects will pave the way for establishing an ecosystem that includes refueling stations, storage, and distribution networks. The initiative will significantly contribute to India’s decarbonisation efforts, while advancing the country’s long-term clean energy objectives.

Through these efforts, India is expected to make substantial progress in its goal of achieving carbon neutrality and leading the global transition to clean energy.
