MNRE Releases Draft Guidelines for PM Surya Ghar: Muft Bijli Yojana
These guidelines, which came into effect on the scheme's launch date of February 13, 2024, outline the application process and eligibility criteria.

The Ministry of New and Renewable Energy has released the draft guidelines for the PM Surya Ghar: Muft Bijli Yojana, an initiative aimed at installing rooftop solar plants in INR 1 crore households across the nation.
This scheme, backed by central government subsidies, endeavors to provide free or low-cost electricity to eligible households, defined as those consuming up to 300 units of electricity per month, through the installation of rooftop solar panels.
With an outlay of INR 75,021 crore, the program is scheduled for implementation until the fiscal year 2026-27. Out of this budget, a substantial portion of INR 65,700 crore is allocated for providing Central Financial Assistance (CFA) to residential households.
These guidelines, which came into effect on the scheme's launch date of February 13, 2024, outline the application process and eligibility criteria. The existing Phase II Grid Connective Rooftop Solar Programme, with a budgetary allocation of INR 11,814 crore until 2025-26, will seamlessly transition into this new initiative.
Under the scheme, vendors are required to register on the National Portal for PM - Surya Ghar, where they will upload details of their offerings, prices, system designs, and specifications. Beneficiaries will then apply through the portal, receiving a unique application ID and selecting a vendor for their rooftop solar installation from a pool of registered vendors.
To ensure transparency and prevent overcharging, benchmark prices for essential equipment will be published annually by the Ministry of New and Renewable Energy on the portal.
Upon installation by the chosen vendor and approval from the Distribution Utility (DISCOM), beneficiaries will receive the CFA directly into their bank accounts or loan accounts if financing was obtained for the solar system.
Vendor registration requirements include the submission of necessary documents and a bank guarantee, with the guarantee amount varying based on the vendor's installed capacity. Vendors will be obligated to provide minimum assured services and may offer additional value-added services.
Technical specifications for rooftop solar systems are outlined to ensure adherence to quality standards, with REC Limited initially designated as the National Programme Implementation Agency (NPIA) overseeing the operation of the National Portal.
At the state level, DISCOMs will act as State Implementation Agencies (SIA), responsible for coordinating with the NPIA and ensuring adherence to program timelines and guidelines.
The success of the PM Surya Ghar: Muft Bijli Yojana hinges on effective implementation and collaboration between government agencies, vendors, and beneficiaries, with rigorous monitoring and reporting mechanisms in place to ensure accountability and efficiency.
