MNRE Reconstitutes Dispute Resolution Committee

The Ministry of New and Renewable Energy (MNRE) has reconstituted its three-member Dispute Resolution Committee, appointing retired IAS officers Rajesh Bhushan, Kumar Alok, and Dr. Rajendra Shankar Shukla to oversee dispute resolution in renewable energy projects.

The Ministry of New and Renewable Energy (MNRE) has reconstituted its three-member Dispute Resolution Committee with retired IAS officers Rajesh Bhushan, Kumar Alok and Dr. Rajendra Shankar Shukla as members, the Ministry conveyed via a notification.

For the uninitiated, in 2023, MNRE set up a Dispute Resolution Mechanism to consider the unforeseen disputes that may arise in the implementation of contractual agreements and also for dealing with issues which are beyond the scope of contractual agreements between renewable energy (RE) power developers/EPC contractors and SECI/NTPC/NHPC/SJVN/any other Renewable Energy Implementing Agency (REIA), designated by MNRE.

Subsequently, in January 2024, the composition of three three-member Dispute Resolution Committee was conveyed.

The DRC's jurisdiction extends to all renewable energy schemes, programs, and projects implemented through REIAs. Additionally, it covers contractual agreements between REIAs and EPC contractors executing renewable energy projects owned by a REIA. However, this is contingent on the REIA committing to abide by the decisions arising from this mechanism.

This initiative is expected to streamline dispute resolution processes, promoting fairness and efficiency in the renewable energy sector, and ensuring the smooth execution of projects under REIAs.
