MNRE Proposes Lower Efficiency Threshold in ALMM for Solar Modules for Select Off-Grid Applications

MNRE has proposed lowering the module efficiency threshold for c-Si solar PV modules from 19 percent to 18 percent for off-grid applications like solar lamps, street lights, fans, etc. (excluding agricultural pumps and rooftop solar). These modules are proposed to be listed under a separate ALMM List-I (DRE).

Ministry of New and Renewable Energy (MNRE) has proposed lowering the module efficiency thresholds for crystalline-silicon (c-Si) technology-based Solar PV Modules from 19 percent to 18 percent for ALMM enlistment for off-grid projects except solar powered agricultural pumps and solar PV rooftops.

The Ministry, through a notification, further clarified that these modules won’t be included in main ALMM List-I; instead, they will be included in a separate ALMM list called ALMM List-I (DRE).

However, the module efficiency thresholds for Cadmium Telluride (CdTe) Thin Film technology-based solar PV Modules remain unchanged at 18 percent.

MNRE has proposed a separate category (Category III) for off-grid projects/applications like solar lamps, solar lights, solar street lights, solar fans, etc. (other than solar powered agricultural pumps and solar PV rooftops) requiring individual capacity of each solar PV module deployed, to be of less than 200 Watt peak in which the lowered module efficiency threshold will be considered for ALMM enlistment.

MNRE received several representations regarding lowering the module efficiency thresholds and thus has proposed this amendment in ALMM order. It has further sough comments and suggestions on the draft amendment by March 1, 2025.

For c-Si technology-based solar PV modules, the minimum module efficiency required to be eligible for enlistment in ALMМ is 20 percent for utility/grid scale power plants, 19.5 percent for rooftop and solar pumping and for any other application (except those under Category III) it is 19 percent.

For CdTe thin film technology-based solar PV modules, the minimum module efficiency required to be eligible for enlistment in ALMМ remain unchanged at 19 percent for utility/grid scale power plants, 18.5 percent for rooftop and solar pumping and 18 percent for Category III and for any other applications.
