MNRE Mandates Entering DCR Certificate No on PM Surya Ghar Portal to Address Duplication Issues
The Ministry of New and Renewable Energy (MNRE) has mandated the use of a 16-digit DCR Certificate number on the PM Surya Ghar Portal to curb duplicate solar module serial numbers and streamline rooftop solar installation details verification for subsidy purposes.

The Ministry of New and Renewable Energy (MNRE) has mandated generating and inputting a 16 digit DCR Certificate number on the PM Surya Ghar Portal. This is being done to address the issue of duplicate module serial numbers that were being highlighted by several rooftop solar installers.
Now, vendors will not be allowed to manually enter the module serial number. It will get auto-fetched in the integrated DCR and PM Surya Ghar Portal along with the capacity.
“All the vendors registered in the National Portal needs to necessarily generate the DCR certificate on the DCR portal for the end consumer (B2C certificate). This B2C certificate number shall only be used in the National Portal for fetching the Solar PV module serial numbers. This will ensure that the issue of repeated serial numbers is sorted with no future cases requiring an undertaking as mentioned below,” mentioned the MNRE in a notification.
Since December 1, 2024, any solar PV module, whose DCR credentials cannot be verified through the DCR verification portal, is not accepted under MNRE's CPSU Scheme Phase-II, PM-Surya Ghar: Muft Bijli Yojana and PM-KUSUM.
The National Portal had the issues related to repeated serial number entry due to some vendors inadvertently or intentionally giving a serial number different from the actual installed module. This issue shall be addressed through the above mechanism of DCR certificate for the solar PV modules, said the Ministry.
However, the repeated module serial numbers shall be flagged on the National Portal to the vendors while submitting the installation details. Along with this, the Inverter serial numbers are to be entered manually on the portal and repeated inverter serial no (manufacturer wise) shall be flagged. If the repeated flag appears to any of the module/inverter serial number, then the vendors need to submit a legal undertaking.
All the applications, which have already been submitted and are at various stages and are with repeated serial numbers, will be returned to vendors with repeated serial number flag. “Vendors will be able to fetch the module serial numbers with the DCR certificate number entry as mentioned above and Inverter serial number through manual entry,” it said.
After that, vendors will be able to submit the installations details even if there is any repeated serial number flag on the modules/inverters along with the legal undertaking.
However, the applications which has already been inspected by DISCOM once and are with repeated serial numbers, will be returned with ‘Repeated serial no.’ and ‘Reverification Flag’ for easy identification by DISCOMs.
The DISCOMs will conduct the reverification to ensure the data correctness for resubmitted applications. “Special care must be taken to enter the net metering date, as the date on which the meter was actually installed and no undue changes shall be made while e-submitting the applications,” it said.
