MNRE Issues Draft Norms for Inclusion of Solar PV Cells in ALMM
The Ministry of New and Renewable Energy has recently notified a draft amendment to the ALMM order for the implementation of ALMM for Solar PV cells. The last date for sending views/comments/suggestions is October 6, 2024.

Ministry of New and Renewable Energy (MNRE) has recently notified a draft amendment to the Approved List of Models and Manufacturers (ALMM) order for the inclusion of solar PV cells which is proposed to be effective from April 1, 2026.
“Though the ALMM order dated January 2, 2019 had provision for List-l, specifying models and manufacturers of Solar PV Modules and List-II, specifying models and manufacturers of Solar PV Cells, till date, List-ll of solar PV cells has not been issued due to installed capacity of solar PV cells in the country being lower than demand,” informed MNRE through a notification.
With the installed capacity of solar PV cells in the country expected to increase substantially in the next two years, the government proposes to issue List-II of solar PV cells under ALMM, which shall be effective from April 1, 2026.
The idea behind this move is to encourage domestic manufacturing of solar power equipment including modules and cells and thereby reduce reliance on import.
As per the draft, all projects falling under the purview of ALMM shall have to mandatorily source their solar PV modules from models and manufacturers included in ALMM List-I for solar PV modules and such solar PV modules in turn shall have to use solar PV cells from amongst the models and manufacturers enlisted in ALMM List-II for solar PV cells
However, MNRE clarified that all projects where the last date of bid submission is before the issuance of this order shall stand exempted from the mandatory requirement of using solar PV cells from ALMM List-II.
The draft calls for the inclusion of a clause in the tender/RfS documents of would-be bid-out projects covered under ALMM for the mandatory use of solar PV modules and cells from models and manufacturers included in ALMM List-I and ALMM List-II, unless the projects are commissioned prior to April 1, 2026.
“The solar PV modules which are presently enlisted in ALMM List-I and have their ALMM enlistment validity expiry date beyond 31.03.2026, shall also have to use solar PV cells from ALMM List-II from April 1, 2026 onwards, failing which, they will be liable to be delisted from ALMM List-I,” mentioned the draft.
