MNRE Issues Clarifications on Solar Cells Enlistment in ALMM
The Ministry of New and Renewable Energy (MNRE) has issued detailed clarifications on the enlistment process for solar cells under the Approved List of Models and Manufacturers (ALMM), ahead of the enforcement of ALMM List-II from June 1, 2026.

Ministry of New and Renewable Energy (MNRE) has issued clarifications regarding enlistment of solar cells in Approved List of Models and manufacturers (ALMM).
MNRE has clarified that PID and non-PID cells will be treated as different product/family and separately enlisted. “Different product families will be there for different cell types, technologies, dimensions, PID and non-PID. No family classification based on cell wattage or efficiency,” said MNRE in a notification.
It further added that during the ALMM inspection, data will be collected for efficiencies/wattages of the cells produced. From the data average efficiency will be calculated and the same will be enlisted.
The Ministry further clarified that for minor changes in solar cell attributes physical ALMM audit will be optional. These allowable changes include efficiency change within ± 2 percent (relative), dimension change (L or W) within ±2 mm and thickness change within ± 10 µm.
Some manufacturers asked about whether any certificate is required for PID resistance or manufacturer declaration would be sufficient. “Manufacturer declaration is sufficient,” clarified MNRE.
However, the manufacturer has to provide a new declaration in case of change in process flow or cell material.
MNRE has stated that reference solar cells will be calibrated as per IEC 60904. “Labs like Fraunhofer, NREL, NPL, NISE can be used for the same,” it said.
Some manufacturers raised queries on the process of adding solar cell with different temperature coefficient and the tolerance allowed in temperature coefficient value which does not require re-listing. “Generally, temperature coefficient does not change much for a given cell technology. It changes for different technologies. Different cell technologies anyway have to be enlisted separately by filling separate application forms,” clarified the Ministry.
The Ministry has also issued Application Form for applying for enlistment in ALMM for solar PV cells. The solar cells will be enlisted in ALMM List-II. And, this List-II for solar cells will be effective from June 1, 2026.
