MNRE Extends Waiver for Domestic Solar Cell Under Component C of PM KUSUM
The Ministry has extended the DCR waiver for solar cells under PM KUSUM Component C until March 31, 2024, in response to stakeholder feedback. This stride will expedite the solarization of 15 lakh grid-connected agricultural pumps, benefiting individual farmers, water user associations, and more.

The MNRE has extended the waiver of the Domestic Content Requirement (DCR) for solar cells under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM KUSUM) Scheme. This relaxation will remain in effect until March 31, 2024.
This extension comes in the wake of the Ministry's earlier information in August 2022, where the DCR requirement for solar cells was initially waived off for projects awarded on or before June 20, 2023. In response to the various representations from stakeholders and State Implementing Agencies (SIAs) regarding the ongoing bidding processes, the Ministry has taken a step to ease the difficulties.
In recognition of the challenges faced by stakeholders and SIAs, the Ministry has decided to relax the provision requiring domestic solar cells (DCR) under Component C (Feeder Level Solarization or FLS) of the PM KUSUM Scheme.
Component C under PM KUSUM intends to attain solarization of 15 lakh grid-connected agriculture pumps through individual pump solarization (IPS) and FLS. The beneficiaries under this can be individual farmers, water user associations, primary agriculture credit societies, and community or cluster-based irrigation systems.
