MNRE Designates SECI as Sole Renewable Energy Implementing Agency for Issuing Procurement Bids

The Ministry of New and Renewable Energy has designated Solar Energy Corporation of India as the sole Renewable Energy Implementing Agency (REIA) for issuing renewable energy procurement bids. However, the other REIAs – NTPC, NHPC and SJVN – will continue to fulfil their obligations as REIAs in respect of bids already issued by them.

The Ministry of New and Renewable Energy (MNRE) has designated Solar Energy Corporation of India (SECI) as the sole Renewable Energy Implementing Agency (REIA) for issuance of Renewable Energy (RE) procurement bids as an intermediary procurer.
 
However, the other REIAs, i.e. NTPC, NHPC and SJVN, will continue to fulfil their obligations as REIAs in respect of bids already issued by them and will make all necessary efforts for execution of PSAs and PPAs in respect of Letters of Award (LoAs) issued by them, stated MNRE in a directive addressed to the 4 REIAs.
 
It further noted that in respect of cases where bids have already been issued by REIAs but the signing of PSAs is pending despite several months having elapsed since issuance of LoAs, the REIAs may review all such cases and categorise them into cases where PSA signing is likely and cases where PSA signing appears extremely difficult or unlikely.
 
In cases where PSA signing appears extremely difficult or unlikely, the REIAs may further identify such cases where the LoA awardees have not yet applied for connectivity through any of the eligible routes (LoA route, Land route, or Land + BG route) and take appropriate action, including cancellation of LoAs, in a phased manner, it noted.
 
The ministry has also discouraged post-tender tariff renegotiations and mandated stronger demand assessment by engaging states and end procurers before issuing bids to ensure alignment with actual power requirements.
 
Additionally, REIAs have been instructed not to include green shoe options in bids without prior regulatory approval, reinforcing compliance with tariff-based competitive bidding guidelines.
