MNRE Approves Framework for OEM Solar PV Modules and Inverters Under PM Surya Ghar Scheme
The Ministry of New and Renewable Energy (MNRE) has introduced a comprehensive framework for the enlistment of models from Original Equipment Manufacturers (OEMs) to assist consumers in making informed decisions about solar PV modules and inverters.

The Ministry of New and Renewable Energy (MNRE) has introduced a comprehensive framework for the enlistment of models from Original Equipment Manufacturers (OEMs) to assist consumers in making informed decisions about solar PV modules and inverters. This framework highlights products that offer superior efficiency and robust warranties.
Key criteria for the enlistment of solar PV modules include a minimum star rating of three stars under the Bureau of Energy Efficiency’s (BEE) Star Labelling Programme, a minimum capacity of 500Wp, a product warranty of at least 10 years against manufacturing defects, and a minimum fill factor of 77 percent under standard test conditions (STC).
For inverters, eligibility requires compliance with the BEE’s Energy Labelling Programme, with hybrid inverters needing to meet minimum overall efficiency standards of 92 percent for 1 KW, 93 percent for 1 KW to 3 KW, and 98 percent for over 20 KW. Other rated output power ranges are also laid out. Additionally, inverter models must offer a product warranty of at least eight years from the date of commissioning at the consumer’s premises for manufacturing defects.
To streamline consumer access to reliable product information, all models meeting these criteria will be listed on a national portal, a step aimed at building consumer confidence and ensuring optimal performance and longevity of residential rooftop solar installations. The enlistment program is voluntary and designed to assist consumers in making informed choices regarding RTS systems procured from registered vendors. Installations that do not utilize the enlisted models under this framework will still be eligible for CFA, provided they comply with the scheme guidelines. The National Institute of Solar Energy (NISE) is the designated nodal agency for this initiative.
The framework enhances existing solar labelling programs by incorporating additional consumer-relevant criteria such as optimum area utilization, PV cell quality, and warranty terms. By providing clear guidelines and a centralized platform for product information, the government aims to promote the adoption of high-performing solar technologies and drive sustainable energy practices nationwide.
The Government of India launched the PM-Surya Ghar: Muft Bijli Yojana on February 29, 2024, with a financial allocation of INR 75,021 crores. This scheme aims to significantly increase rooftop solar capacity across residential households and is set to run until 2026-27, empowering households to generate their electricity and contributing to a sustainable energy future.
