MNRE Amends Requirements for Registration of Solar Photovoltaic Modules
The Office Memorandum outlines changes to the minimum module efficiency thresholds for enlistment in the Approved List of Models and Manufacturers (ALMM).

The Ministry of New & Renewable Energy (MNRE) has issued an amendment to the Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirements for Compulsory Registration) Order, 2019.
The Office Memorandum outlines changes to the minimum module efficiency thresholds for enlistment in the Approved List of Models and Manufacturers (ALMM).
Previously, on May 10, 2023, MNRE had introduced reforms in the ALMM, including end-use category-wise minimum module efficiency thresholds. However, in the recent amendment, sub-clause 1.5.1 under clause 1.5 of the reforms has been modified.
This amendment comes with the approval of the Minister (Power and NRE). The amended clause now specifies that only models of Solar PV Module Manufacturers compliant with the Bureau of Indian Standards (BIS) and meeting specific minimum module efficiency requirements will be eligible for enlistment under ALMM. The efficiency thresholds vary according to the application or use category and the technology base of the solar PV modules.
For Category-I, which includes utility/grid-scale power plants, the minimum module efficiency required is 20 percent for crystalline technology-based modules and 19 percent for thin-film technology-based modules.
For Category-II (rooftop and pumping) the minimum module efficiency required is 19.5 percent for crystalline technology-based modules and 18.50 percent for thin-film technology-based modules.
For Category-III (solar lighting) the minimum module efficiency required is 19 percent for crystalline technology-based modules and 18 percent for thin-film technology-based modules.
