MNRE Allows Developers to Avail CFA for Rooftop Solar Under PM Surya Ghar Yojana
The Ministry of New and Renewable Energy (MNRE) has clarified that Central Finance Assistance (CFA) under PM Surya Ghar: Muft Bijli Yojana can be directly provided to developers or promoters in group housing/RWA projects, ensuring the benefits are passed on to residents.

Ministry of New and Renewable Energy (MNRE) has recently clarified that Central Finance Assistance (CFA) support under PM Surya Ghar: Muft Bijli Yojana for the group housing/ RWA segment can be provided to developers/promoters directly.
The clarification came after the Ministry received representations regarding the subsidy disbursal for rooftop installations on residential projects, where common areas are being serviced directly by real estate promoters/developers in the absence of any constituted RWA/GHS.
Operational Guidelines for Implementation of PM Surya Ghar: Muft Bijli Yojana for the component of ‘CFA to residential consumers’ notified on June 7, 2024, states that “The GHS/RWA connection eligible under the scheme shall be dedicated only for common facilities and should not be utilised for providing electricity supply to residential consumers within the GHS/RWA.”
It further mentioned, “The CFA support will generally be provided to entities created by residents for overall maintenance and that are responsible for the upkeep of common facilities and these may be known by alternative terminologies such as Apartment Owner Associations (AOAs), Cooperative Housing Societies etc.”
Now through an office memorandum dated November 19, 2024, the Ministry has clarified that CFA support under the Group Housing/RWA segment can be provided to such developers/promoters directly, subject to the submission of an undertaking that the rooftop solar asset supported under PMSG: MBY will be handed over to the GHS/RWA/AOAS/ Cooperative Housing Society or any other collective created by residents for overall maintenance, whenever such a collective is created.
“The developers/promoters have to also submit an undertaking stating that the benefits from the rooftop solar subsidy will be passed on to the residents through reduced charges/tariffs for common facilities. REC may also establish additional documentary requirements to satisfy the guidelines of the scheme and authenticate the subsidy claimant,” noted the memorandum.
