Ministry of Power Notifies PM Surya Ghar Implementation Measures for DISCOMs
Ministry of Power recently notified new measures to be undertaken by DISCOMs for streamlining the implementation of PM Surya Ghar Muft Bijli Yojana.

Ministry of Power has recently notified new measures for the implementation of PM Surya Ghar Muft Bijli Yojana for DISCOMs/power departments who play a critical role in the successful implementation of this scheme as it involves various approvals, testing of meters and other hand-holding support required at the end of the DISCOMs.
The notification asks for the operationalising of deemed load enhancement up to 10 kW as the rules provide for deemed acceptance of applications for solar PV systems up to 10 kW capacity. It also specifies that any commensurate enhancement of the sanctioned load of the consumer has to be done automatically.
This is in line with a Ministry of Power notification on rules amendment dated July 4, 2024. It noted, “The applications for rooftop solar photo voltaic systems up to 10 kW capacity, complete in all respects shall be deemed to have been accepted without requiring technical feasibility study and any commensurate enhancement of the sanctioned load of the consumer, as may be required, shall be carried out by the distribution licensee.”
Further as per the new implementation measures, payment of RTS application fees, load enhancement charges, meter testing charges, net meter charges, commissioning fees and other associated fees and charges may be collected at the time of commissioning. And, all these fees and charges should be displayed on the DISCOM’s website. This will help avoid multiple visits by the consumers to DISCOM offices.
It further specifies that the installation of Smart meters under ROSS should be prioritised to facilitate installation under PM Surya Ghar Yojana without levying any additional charge.
“DISCOMs need to maintain adequate stock of tested net-meters. The vendors may be allowed to submit net-meters for testing in a lot of up to 100 meters, so as to maintain sufficient inventory of tested net-meters which may be issued to consumers post installation of rooftop solar plants,” it added.
Further, it promotes digital mode over physical submission for net-metering agreements to avoid delays. “The signed copy of net-meter agreement can be collected from the consumer any time before inspection and a copy signed by DISCOM be handed over to the consumer during commissioning,” it added.
Additionally, DISCOMs should ensure that consumer details are digitised and are made available on the DISCOM portal, for easy fetch through API on the portal of PM Surya Ghar Yojana.
