In a major step to improve its power sector, the State of Meghalaya has introduced the 'Meghalaya Power Policy, 2024.' This comprehensive policy aims to empower the State through sustainable, inclusive, and efficient energy development, with a strong emphasis on promoting renewable energy and enhancing the overall power infrastructure. It will remain in effect until 31st March 2030.
The main objectives of the policy include forming a State Power Trading Company to manage power purchase agreements (PPAs), promoting renewable energy development, addressing environmental concerns in line with the Ministry of Environment, Forest and Climate Change, and ensuring the sustainable development of various power projects such as hydro, thermal, pumped storage, solar, and wind. Additionally, the policy aims to improve the operational efficiency of existing power plants, build and maintain an efficient transmission system, and enhance the distribution system while reducing system losses and improving public access to services like billing and complaint resolution.
A High-Power Committee, as notified under the Meghalaya State Investment Promotion and Facilitation Act, 2024, will act as the Competent Authority for clearing and approving projects under this policy. A dedicated State Level Committee, chaired by the Minister of the Power Department, will oversee the identification and development of power projects across various technologies.
This committee will ensure efficient project allotment, including bidding and negotiations with developers, and will facilitate the transfer or lease of land for project development. The committee is also empowered to form sub-committees as required and will review project proposals, preparing feasibility reports and investment plans before presenting them to the High-Power Committee for final approval.
The government will also establish a dedicated portal for transparent project tracking, where developers can register and access project details such as location and capacity. The policy is guided by the provisions of the Electricity Act 2003, and the High-Power Committee will have the final authority in any decision-making process related to its implementation. Legal disputes arising from the policy's implementation will fall under the jurisdiction of the High Court of Meghalaya.
The policy aims to create a robust power sector in the State, ensuring energy security, sustainable development, and increased efficiency in both generation and distribution.
