MEDA Invites Bids for Solar Steam Cooking System at SRPF Pune

MEDA seeks bids for the design, manufacture, installation, testing, and commissioning of a solar steam cooking system using Scheffler dish concentrators to serve daily lunch and dinner for 2,600 people across multiple SRPF locations in Pune.

The Maharashtra Energy Development Agency (MEDA) has issued a tender for the design, manufacture, supply, installation, testing, and commissioning of a solar steam cooking system, incorporating Scheffler dish concentrators, to provide daily lunch and dinner for a total of 2,600 personnel across various State Reserve Police Force (SRPF) mess buildings in Pune district.

The project will cover SRPF Group No. 1, Ramtekdi, Pune, serving 250 personnel; SRPF Group No. 2, Ramtekdi, Pune, catering to 300 personnel; SRPF Group No. 5, Daund, Pune, with a capacity for 300 personnel; SRPF Group No. 7, Daund, Pune, accommodating 250 personnel; and the Training Institute at Nanvij, Daund, Pune, which will provide meals for 1,500 personnel. The initiative aims to implement sustainable and energy-efficient cooking solutions to support the daily needs of SRPF facilities across the state.

The estimated cost of the project is INR 3,26,74,240 (Three Crore Twenty-Six Lakhs Seventy-Four Thousand Two Hundred and Forty Rupees only). Bidders are required to submit an Earnest Money Deposit (EMD) of INR 3,26,742 , and a security deposit of 3 percent of the total contract value.

The cost of the tender document is INR 25,000 plus 18 percent GST, which is non-refundable and non-transferable. The tender document will be available for sale from 25th December 2024, 11:00 hours, to 8th January 2025, 15:00 hours.

A pre-bid meeting will be held on 30th December 2024, at 13:00 hours. The last date and time for submission of the tender is 8th January 2025, at 15:00 hours, and the tenders will be opened on 9th January 2025, at 15:00 hours. All submissions must be made to the Maharashtra Energy Development Agency.

Bidders are required to submit their proposals online through the e-tender platform in two parts viz. technical bid and a financial bid. The technical bid must include comprehensive details such as bidder information sheets, annual turnover records, self-certification confirming no debarment or blacklisting, the address of the registered office, and the availability of a service network within Pune district. Additionally, bidders must provide specifications and descriptions of materials intended for use in the project.

The financial bid must reflect the total cost of the project, covering design, supply, installation, commissioning, and five years of comprehensive maintenance. The quoted price must be inclusive of all taxes, duties, insurance, and incidental charges, with no allowance for price escalation or adjustment under any circumstances throughout the contract period.

To qualify, bidders must demonstrate prior experience in designing and installing solar steam cooking systems for at least 1,300 people within the last seven years, with at least two of these systems having served a minimum of 260 people and remained operational for at least six months. Financial eligibility criteria require bidders to show an average turnover of at least 40 percent of the project cost over the past three financial years.

The tender specifies that only manufacturers or EPC contractors with expertise in Solar PV, Solar Thermal, or Steam Cooking Systems are eligible to participate. Additionally, the establishment of a local service setup in Pune district is mandatory to ensure efficient post-installation support.

Bidders must quote all prices in Indian Rupees, with no provisions for price escalation during the contract term. Adjustable price quotations will be considered non-responsive and result in disqualification. The project contract also mandates that comprehensive insurance coverage is secured for five years to safeguard against theft, natural disasters, and potential damage. The bid submission process places the responsibility on bidders to verify all instructions, forms, and terms in the tender document, as failure to provide required information may lead to bid rejection.

This tender aligns with Maharashtra’s ongoing renewable energy initiatives and reinforces MEDA’s commitment to promoting solar energy adoption across public institutions. The project is expected to significantly contribute to energy efficiency and sustainability within the SRPF units, reducing dependency on conventional cooking fuels while supporting the state’s broader green energy goals.
