MEDA Invites Bids for 10 MW Rooftop Solar Systems

As part of the technical qualifications for bids, bidders must have completed solar installations with a total capacity of 100 kW in the 10-100 kW category, including at least one project of 50 kW in RESCO mode within the last three financial years.
The Maharashtra Energy Development Agency (MEDA) has released an Expression of Interest (EOI) for the supply and installation of 10 MW grid-connected rooftop solar PV systems under the Renewable Energy Service Company (RESCO) model. This initiative targets government sector buildings and grounds across Maharashtra.
The scope of the project includes the design, engineering, supply, installation, testing, and commissioning of the solar PV systems, along with comprehensive operation and maintenance for 25 years.
For the category exceeding 100 kW but below 1,000 kW, bidders must have completed solar installations totalling 1,000 kW, with at least one project of 100 kW, in the last three financial years.
To qualify financially, bidders should have an average annual turnover of INR 40 million or a cumulative turnover of INR 80 million over the last three financial years. Additionally, their net worth must not have been negative or decreased by more than 30 percent in the previous three years. Notably, startups and small enterprises are exempt from the experience and turnover requirements.
A security deposit of INR 500,000 must be submitted at the time of application through e-payment methods such as Net Banking, RTGS, or NEFT. Additionally, an Earnest Money Deposit (EMD) of INR 225,000 is required, with no exemptions for MSME companies.
The pre-bid meeting will be held at the MEDA Head Office on July 3, 2024. The final date for bid submission is July 22, 2024, and the EOIs will be opened on July 23, 2024.
Bidders are also required to pay an EOI processing fee of INR 11,800, inclusive of 18 percent GST, through e-payment methods. Interested project developers can access the EOI documents on the MahaTenders website.
