Maharashtra Signs MoU with Russia’s ROSATOM to Develop Thorium-Based Small Modular Reactor
The Maharashtra government has signed an MoU with Russia’s ROSATOM to develop India’s first thorium-based Small Modular Reactor (SMR), marking a significant step towards clean and advanced nuclear energy solutions.

The Maharashtra government has signed a Memorandum of Understanding (MoU) with Russia’s state-owned nuclear energy company ROSATOM for the development of a thorium-based Small Modular Reactor (SMR) in Maharashtra. The agreement was signed between Mahagenco and ROSATOM’s SMR-Thorium initiative in the presence of Maharashtra Chief Minister Devendra Fadnavis.
“Glad to witness the MoU signing and exchange between Maharashtra State Power Generation Company (MAHAGENCO) and Russia’s State Atomic Energy Corporation ROSATOM, for the development of a thorium-based Small Modular Reactor (SMR) in Maharashtra, taking a major step towards clean and advanced energy solutions,” stated CM Fadnavis on X.
This new initiative aims to establish India’s first thorium-fuelled nuclear reactor with a focus on safety, sustainability, and innovation. “The project will adhere to the stringent safety norms set by the Atomic Energy Regulatory Board (AERB) and Government of India and promote indigenous manufacturing under the 'Make in Maharashtra' initiative by setting up a dedicated assembly line for these advanced reactors,” said Fadnavis.
The Maharashtra Institution for Transformation (MITRA) will provide strategic support to the collaboration, which will operate under the guidelines of the Government of India and AERB.
“A high-powered joint working group comprising representatives from MAHAGENCO, MITRA, ROSATOM, and the Global Technology Alliance will steer this ground-breaking project,” stated Fadnavis.
