MAHAPREIT Seeks Bids for 30 MW Rooftop Solar Systems on Govt Buildings in Goa
MAHAPREIT invites proposals from solar developers to establish 30 MW of distributed, grid-connected rooftop solar PV systems across government buildings in Goa under EPC mode. The project includes design, installation, and five-year maintenance services.

The Mahatma Phule Renewable Energy and Infrastructure Technology Ltd. (MAHAPREIT) has issued a Request for Proposal (RFP) inviting solar power developers to participate in the development of 30 MW of grid-connected rooftop solar photovoltaic (PV) projects across various government buildings in Goa.
These projects will be implemented under the Engineering, Procurement, and Construction (EPC) model, emphasising not only installation but also long-term maintenance over five years. This initiative is a critical part of MAHAPREIT’s vision to expand renewable energy infrastructure and support Goa’s transition to clean energy sources.
Interested parties are required to purchase the RFP documents by November 4, 2024, with an online pre-bid meeting scheduled on October 21, 2024, allowing potential bidders to address queries and receive clarifications. The deadline for bid submissions, including technical and financial proposals, is November 4, 2024, with technical bids opening on November 8, 2024. Financial bid opening dates will be communicated later through the e-procurement portal and MAHAPREIT’s website. The tender fee for the RFP is non-refundable and set at INR 10,000 plus 18 percent GST.
The project’s scope includes the complete turnkey delivery of solar power systems, encompassing site surveys, design, and procurement of materials, followed by installation, testing, commissioning, and maintenance. These solar installations will be expected to ensure efficient grid connectivity, including handling charges related to grid metering and other regulatory requirements from the respective DISCOMs. Contractors will be responsible for installing bi-directional meters, ensuring system compatibility, and incorporating remote monitoring facilities to maintain high operational standards.
Regular cleaning and module washing will be conducted to ensure a minimum annual Capacity Utilisation Factor (CUF) of 17 percent and a quarterly Performance Ratio above 70 percent. To protect against potential risks, contractors are also required to obtain comprehensive insurance for all materials, from storage to final installation, extending through the five-year maintenance period.
Technical eligibility for bidders mandates substantial experience in solar installations, with two separate categories based on project size. Category A1, for projects ranging from 3 kW to 100 kW, requires cumulative installation experience of at least 800 kW over the last five years, including the successful operation of systems of 100 kW or 20kWx5 for at least one year. Category A2, for systems between 101 kW and 500 kW, requires a cumulative capacity of at least 2000 kW within the past five years, including one system of a minimum capacity of 500 kW or five installations of 100 kW.
Financial eligibility criteria emphasise bidders’ financial stability, requiring an average annual turnover of INR 300 lakh over the last three years. For firms bidding across multiple categories, cumulative turnover must match the combined requirements. Documentation, including audited financial statements and proof of positive net worth over the past two years, is required to demonstrate financial capability.
