The Madhya Pradesh Renewable Energy Policy 2025 has unveiled a bold plan to make the State a major hub for renewable energy. It focuses on manufacturing, installation, new technology, and community involvement to boost clean energy, jobs, economic growth, and innovation.
A key focus of the policy is to establish Madhya Pradesh as a premier destination for renewable energy equipment manufacturing. This involves attracting substantial investments from startups to multinational corporations, offering tailored incentives based on investment size, and fostering a 'Green Manufacturing' ethos through the use of renewable energy in production processes.
The policy also emphasises the development of skilled manpower through vocational training and incentivises job creation within the sector. To expand the footprint of renewable energy, the policy targets a 50 percent renewable energy mix by 2030, with interim milestones to ensure steady progress. This includes attracting investments in RE generation, supplying renewable power to non-RE-rich states, and transitioning government departments to 100 percent green energy. The development of Model RE Cities, Green Zones, and the transformation of heritage cities into Green Cities are central to this strategy, along with the promotion of dedicated RE zones.
The policy champions the development and deployment of new and innovative renewable energy technologies. This includes increasing clean energy adoption in the mobility sector, facilitating ancillary services for grid flexibility, and positioning Madhya Pradesh as a pilot destination for emerging technologies. The policy also supports research and development initiatives to drive continuous improvement and innovation.
The policy outlines specific investment targets, aiming to attract significant capital into both RE generation and equipment manufacturing by 2027. It also sets ambitious RE mix targets, aiming for a 50 percent share by 2030, and job creation targets, projecting tens of thousands of new jobs. To incentivise developers and manufacturers, the policy offers a comprehensive suite of benefits, including exemptions from electricity duty and energy development cess, stamp duty reimbursements, concessional government land rates, wheeling charge waivers, and carbon credit opportunities. Additional incentives are provided for projects involving green hydrogen production, energy storage, and biofuels.
The policy establishes a robust framework for project registration, utilising an online portal for efficient processing and tracking. Detailed guidelines are provided for land allotment, transfer, and surrender, ensuring transparency and clarity for developers. The policy also outlines provisions for land use charges, taxes, duties, and water use charges, as well as requirements for progress reporting, quality control, and compliance.
The policy places a strong emphasis on promoting green initiatives at the community and government levels. This includes the development of Green Cities and Villages, Green Zones for corporate entities, and the transformation of government offices into 'Harit Karyalaya' with net-zero carbon footprints. The policy also recognises the importance of public awareness, establishing a network of "Harit Mitra" volunteers to disseminate information and promote the benefits of renewable energy.
To support the growth of the renewable energy sector, the policy emphasises skill development through specialised courses in ITIs and skill development centres. It also designates a university as a Centre of Excellence for Renewable Energy and promotes research and development initiatives. The regulatory framework is designed to be clear and consistent, with MPERC regulations taking precedence in case of conflicts.
The policy provides detailed operational guidelines for its implementation, covering administrative approvals, project registration, land use permissions, monitoring mechanisms, and incentive disbursement. District Level Implementation Committees (DLICs) and a Single Window System are established to streamline processes and provide support to developers. The policy also addresses project migration from the 2022 policy, ensuring a smooth transition and continuity.
Recognising the importance of resource availability, the policy mandates the Nodal Agency to conduct comprehensive resource assessments and prepare renewable energy maps. Guidelines are provided for agencies conducting assessments, ensuring data integrity and transparency.
The policy also establishes a framework for classifying renewable energy resource zones, facilitating efficient utilisation and development. In essence, the Madhya Pradesh Renewable Energy Policy 2025 presents a comprehensive and forward-looking strategy that aims to position the state as a leader in the renewable energy sector, fostering sustainable development, economic growth, and environmental stewardship.
