KREDL Invites Bids for 100 MW Solar Project with 50 MW Battery Storage

KREDL has issued a tender for a 100 MW(AC) solar PV project with a 50 MW/130 MWh battery storage system in Kalaburgi. The project includes design, construction, and operation, with a 25-year agreement and INR 563 Crore valuation.

Karnataka Renewable Energy Development Limited (KREDL) has issued a tender for a major renewable energy project in the Kalaburgi district, featuring the installation of a 100 MW (AC) ground-mounted solar photovoltaic (PV) system combined with a 50 MW/130 MWh battery energy storage system (BESS).

The successful bidder will be tasked with designing, constructing, testing, commissioning, and operating both the solar PV system and the BESS, excluding lead-acid batteries. This project will ensure system performance and adherence to all contractual obligations outlined in the agreement. The agreement will be effective upon approval by the Karnataka Electricity Regulatory Commission (KERC) and will have a 25-year term, with an option for extension based on mutual consent. However, the agreement may be terminated earlier if either the ESCOM or the developer decides to exit, as detailed in Article 16.

The estimated value of the project is INR 563 crore, with an Earnest Money Deposit (EMD) of INR. 5.63 crore and an Electronic Tendering System Fee of INR. 25,000 plus 18 percent GST. Bids must be submitted electronically via the Bharat Electronics Portal by August 16, 2024, at 17:00 hrs, with the techno-commercial bid opening scheduled for August 19, 2024, at 11:00 hrs. A pre-tender meeting will be held on July 26, 2024, at KREDL’s Head Office in Bangalore to address queries and provide clarifications.

Bidders are required to submit their tenders electronically and provide the EMD, ETS fee, and a conditionally refundable bid deposit. Manual submissions will not be accepted. The project will be located on 551 acres and 13 guntas of land in Kalaburgi, with lease charges set at INR 22,000 per acre per annum, subject to a biennial escalation. The BESS must be capable of delivering 50 MW for 2 hours daily and be designed to meet peak grid times. Selection will be based on the lowest effective tariff quoted in the e-reverse auction, and bidders must meet technical criteria and financial capacity requirements, with only one tender allowed per bidder.

Important dates include the last date for seeking clarifications on July 25, 2024, and the submission of the pass phrase and required documents by August 17, 2024, at 17:00 hrs. Financial bids will be opened after the completion of the techno-commercial evaluation. KREDL’s initiative aims to enhance renewable energy capacity and support the state’s sustainable development objectives.
