JREDA Invites Bidders for 8000 Off-Grid Solar Pumps Under PM-KUSUM in Jharkhand

The selected vendors and contractors will undertake the comprehensive task of designing, manufacturing, supplying, transporting, installing, testing, and commissioning stand-alone off-grid Solar Photovoltaic Water Pumping Systems (SPWPS) in the state of Jharkhand.

Jharkhand Renewable Energy Development Agency (JREDA) has released a Request for Selection Proposals (RfS) to invite bids for the deployment of 8,000 off-grid solar pumping systems throughout the various capacities.

This initiative is under Component B under the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program.

The primary target of this endeavor is to avail sustainable energy solutions to peasants and promote agricultural productivity through the deployment of solar energy.

The selected vendors and contractors will undertake the comprehensive task of designing, manufacturing, supplying, transporting, installing, testing, and commissioning stand-alone off-grid Solar Photovoltaic Water Pumping Systems (SPWPS) in the state of Jharkhand.

This comprises a pledge to facilitate a full system warranty and go through the repairs and maintenance for five years.

Component B of the PM-KUSUM scheme, monitored by the MNRE and seeks to empower farmers without access to power by facilitating the adoption of solar-powered water pumping systems.

To partake in the tendering process, interested parties must submit an Earnest Money Deposit (EMD) in the form of a Bank Guarantee.

The EMD should account for 2 percent of the value equivalent to 6 percent of the overall cumulative allocation or 25 units of SPWPS, whichever is greater. However, the EMD is capped at a maximum of 1000 pumps.

Upon selection by JREDA based on the RfS, successful bidders are required to furnish a Performance Guarantee, the value of which should be 3 percent of the amount equivalent to 6 percent of the overall allocation or 25 units of SPWPS, with the same maximum limit of 1000 pumps.

The last date to submit the bids is September 4, 2023. Bids will be opened on September 6, 2023

JREDA holds the entitlement to refuse any or all of the responses to the RfS, cancel the RfS altogether, or terminate the tendering process for any project at any stage, without the obligation to give explanations.

Under the Intended Nationally Determined Contributions (INDCs), India has promised to grow the contribution of installed capacity of electric power from non-fossil fuel sources to 40 percent by 2030.

Whereas large-scale Solar power generation projects are being installed to attain the ambitious targets for renewable Power generation, it has been planned to develop correspondingly decentralized solar energy. 

​​​​​​​The main prerequisite for potential bidders is direct experience in successfully executing the design, supply, erection, testing, installation, and commissioning of 480 standalone (off-grid) solar PV-based water pump sets.
