Jammu and Kashmir Approves INR 400 Crore Solar Project for Government Buildings
Jammu and Kashmir has sanctioned INR 400 crore solar project to install 270 MW of rooftop solar systems on government buildings, aiming for significant carbon reduction and job creation.

The Jammu and Kashmir administration has approved a major solar initiative aimed at transforming the renewable energy landscape in the region. On July 28, an Administrative Council meeting chaired by Lieutenant Governor Manoj Sinha sanctioned a groundbreaking project worth INR 400 crore to install grid-tied rooftop solar power systems across all government buildings in the union territory.
The ambitious plan encompasses the installation of a total solar capacity of 270 MW, divided into two phases: 70 MW under Capital Expenditure (Capex) mode and 200 MW under Renewable Energy Service Company (RESCO) mode.
The Jammu and Kashmir Energy Development Agency (JAKEDA) will spearhead the project, which is designed to harness the extensive rooftop spaces of government buildings for solar energy production. A significant feature of this initiative is the integration of bi-directional smart meters and the provision of Virtual Net Metering (VNM) benefits. This setup allows the excess energy generated by solar panels at one site to be offset against the electricity consumption of various buildings within the same department, optimizing energy use across the network.
Scheduled for completion by December 2025, the project is expected to deliver substantial environmental and economic benefits. It aims to reduce carbon emissions by approximately 8.3 million tons over its 25-year lifespan. Additionally, the initiative is projected to create more than 10,800 jobs, spanning highly skilled, skilled, and unskilled categories. This job creation will extend beyond direct installation roles, impacting secondary and tertiary sectors involved in the manufacturing and supply of solar equipment such as inverters, cables, and trackers.
The RESCO mode of the project involves solar power developers entering into power purchase agreements with various departments, with tariffs set through a competitive bidding process. JAKEDA will manage the systems for the next five years at no cost, ensuring long-term maintenance and operational efficiency.
