India Surpasses 2.65 GW Rooftop Solar Milestone in Homes: R.K. Singh
In a written response to queries in the Rajya Sabha, Minister Singh highlighted the progress of the Rooftop Solar Programme Phase-II and the release of over INR 908 crores in incentives to DISCOMs.

The Union Minister for New & Renewable Energy and Power announced a significant achievement in the Rooftop Solar (RTS) sector, with 2.65 GW of installed capacity in the residential sector.
In a written response to queries in the Rajya Sabha, Minister R.K. Singh highlighted the progress of the Rooftop Solar Programme Phase-II and the release of over INR 908 crores in incentives to Distribution Companies (DISCOMs) to promote rooftop solar installations.
Under the ongoing Rooftop Solar Programme Phase-II, the Ministry aims to install 4 GW of Rooftop Solar capacity in the residential sector by March 31, 2026. The program has allocated 3.57 GW capacity to various implementing agencies, surpassing the halfway mark with 2.65 GW already installed.
DISCOMs play a crucial role as implementing agencies for Rooftop Solar Phase-II, despite concerns about potential revenue loss from paying consumers. Minister Singh emphasized the additional benefits, including avoided costs for generation, transmission, and distribution losses, as well as compliance with renewable purchase obligations.
To further incentivize DISCOMs, the Ministry has released INR 908.1 crores as achievement-linked incentives for the incremental rooftop solar capacity added in their operating areas. These incentives aim to create an enabling ecosystem for the swift implementation of Rooftop Solar projects. The funds support various tasks, including dedicated manpower for RTS implementation, rooftop assessment, bid process management, and consumer awareness.
The Ministry's Gazette notification in August 2023 specifies the minimum share of consumption of non-fossil sources, including distributed renewable energy (DRE) components, by designated consumers. The DRE component is set to increase each year, encouraging the generation of energy from renewable projects, particularly Rooftop Solar installations.
Minister Singh also provided a state-wise breakdown of incentives released under Phase-II, highlighting the commitment of various states and union territories to promote Rooftop Solar. Gujarat leads the list with INR 499.3 crores, followed by Maharashtra (INR 100.9 crores) and Rajasthan (INR 101.5 crores).
