India Imposes Anti-Dumping Duty on Solar Glass Imports from China and Vietnam

The Indian government has imposed a provisional anti-dumping duty on solar glass imports from China and Vietnam to protect domestic manufacturers, following DGTR's recommendation to curb undercutting and support local industry growth.

The Indian government has imposed an anti-dumping duty against the import of solar glass from China and Vietnam.

Ministry of Finance has issued a notification announcing the new curbs. “The provisional anti-dumping duty imposed under this notification shall be effective for a period of six months (unless revoked, amended or superseded earlier) from the date of publication of this notification in the Official Gazette and shall be payable in Indian currency,” read the notification.

This comes after the Directorate General of Trade Remedies (DGTR), last month, recommended anti-dumping duties on imports of textured tempered glass from China and Vietnam to protect domestic manufacturers from undercutting. The recommended duty aligns with the lesser of the dumping and injury margins to offset injury to local producers.

Textured Tempered Glass is used as a component in solar photovoltaic panels and solar thermal applications. “The product under consideration is 'Textured Toughened (Tempered) Glass with a minimum of 90.5 percent transmission of thickness not exceeding 4.2 mm (including tolerance of 0.2 mm) and where at least one dimension exceeds 1500 mm, whether coated or uncoated’ originating in or exported from China PR and Vietnam,” noted the preliminary findings report by DGTR.

The recommendation followed an investigation after Borosil Renewables Ltd., representing India’s solar glass industry, filed an application before DGTR for initiation of an anti-dumping investigation concerning imports of Textured Tempered Glass originating in or exported from China and Vietnam.

The DGTR noted no significant differences between Indian-made textured tempered glass and imports from China and Vietnam, deeming them commercially and technically substitutable.

DGTR in its finding noted that domestic capacity is adequate to meet 84 percent of India’s demand. The authority found that both domestic and imported glass are comparable in characteristics and substitutable, confirming that anti-dumping duties will not impact availability.

In India, besides Borosil Renewables, Gobind Glass and Industries, Triveni Renewables, Vishakha Glass, and Gold Plus Float Glass are also in the manufacturing of solar glass. This provisional measure is expected to provide a boost to the domestic solar glass industry and provide them with a level playing field by reducing the price pressure from dumped imports.
