HPPCL Issues Tender for 12 MW Solar Power Project in Himachal Pradesh

Himachal Pradesh Power Corporation Limited (HPPCL) has announced a new tender with NIT No. 16-P/FA/Gondpur Bulla Solar Project, inviting bids for the design, supply, construction, erection, testing, commissioning, and operation & maintenance of a 12 MW (AC) Solar Power Project at Gondpur Bulla, Una in Himachal Pradesh.

Himachal Pradesh Power Corporation Limited (HPPCL) has announced a new tender with NIT No. 16-P/FA/Gondpur Bulla Solar Project, inviting bids for the design, supply, construction, erection, testing, commissioning, and operation & maintenance of a 12 MW (AC) Solar Power Project at Gondpur Bulla, Una in Himachal Pradesh.

The tender seeks to engage a contractor for the comprehensive development and maintenance of the solar power project. The contractor's responsibilities will encompass the entire process from land development to operational acceptance of the plant. This includes design, engineering, equipment procurement, civil and electrical works, installation, testing, commissioning, and eight years of operation and maintenance. The scope also covers all necessary equipment and services for smooth operation and integration with the state's electricity grid. Detailed specifications and requirements are provided in the Bid Document.

To qualify, bidders must meet specific technical and financial criteria. Technically, bidders need to have completed at least one solar PV project contract of 3.6 MW capacity and worth over INR 19 crore within the past decade. Alternatively, they can qualify with two contracts each of 2.4 MW and valued at over INR 12 crore, or three contracts each of 1.2 MW and valued at over INR 6 crore. Additionally, bidders must have successfully handled the operation and maintenance of a solar PV project with a minimum capacity of 3 MW for at least one year in the last decade.

Financially, bidders are required to have a minimum average annual turnover of INR 32 crore from operations over the past three financial years (FY 2021-22 to FY 2023-24). They must also demonstrate access to financial resources, such as liquid assets and lines of credit, amounting to INR 16 crore.

The bidding procedure will follow a Single-Stage, Two-Envelope format. Bidders need to submit an Earnest Money Deposit of INR 1.3 crore and pay INR 10,000 (inclusive of GST) for the bidding documents. The deadline for downloading documents is July 22, 2024, which is also the bid submission deadline. Technical bids will be opened on the same day, while the dates for opening financial bids and the e-Reverse Auction will be announced later.

A site visit is scheduled for July 1, 2024, followed by a pre-bid meeting for clarifications on July 2, 2024. Bids must be submitted electronically via the HPPCL E-Tendering web portal.
