Haryana Power Purchase Centre Invites Bids to Procure 500 MW from Solar Power Projects

Haryana Power Purchase Centre has issued a tender for procurement of 500 MW solar power through competitive bidding process, max up to 10 MW grid-connected solar photovoltaic power projects located in Haryana. Bid submission ends on March 12, 2025.

Haryana Power Purchase Centre (HPPC), a joint forum of UHBVN and DHBVN, has floated a tender for procurement of 500 MW solar power through competitive bidding process, max up to 10 MW grid-connected solar photovoltaic power projects located in Haryana.

Bidders can apply in 4 categories – 50 MW, 100 MW, 150 MW and 200 MW.

A bidder can offer projects at multiple locations subject to each project have minimum capacity of 1 MW with cumulative capacity offered among all Category Blocks, not exceeding 10MW.

The bidders are free to locate their ground-mounted solar PV project(s) on the land to be identified and purchased or taken on lease by the bidder within Haryana.

Projects under construction, projects which are not yet commissioned or commissioned project who have united capacity, will also be eligible.

Bidders need to pay INR 25,000 (plus GST) as a cost for the RfS document. Further, they need to pay INR 10,000/MW (plus GST) as a processing fee. They also need to furnish INR 8 lakh/MW as an earnest money deposit (EMD).

The last date for submission of bids is March 12, 2025. The techno-commercial bids will be opened on March 13, 2025.

The project must deploy solar PV technology. However, the selection of projects would be technology agnostic within the various solar technology. Crystalline silicon or thin film etc., with or without trackers can be installed.

HPPC will enter into a 25-year PPA with successful bidders.

The net-worth of the bidder for the financial year ended March 31, 2023 or Match 31, 2024 must not be less than INR 1 crore per MW (of the capacity quoted).

The bidder must possess a minimum annual turnover of INR 50 lakh/MW of the quoted capacity during the previous financial year i.e. FY 2022-23 or FY 2023-24.

Alternatively, the company must possess internal resource generation capability, in the form of Profit Before Depreciation Interest and Taxes (PBDIT) for a minimum amount of INR 10 lakh/MW of the quoted capacity, as on March 31, 2023 or Match 31, 2024.

Alternatively, the bidder must submit in-principle sanction letter from the lending institutions/banks of the Bidder, committing a Line of Credit for a minimum amount of INR 12.5 lakh/MW of the quoted capacity, towards meeting the working capital requirement of the project.
