GUVNL Issues Draft Tender for Long Duration 200 MW/1600 MWh BESS in Gujarat
Gujarat Urja Vikas Nigam Ltd. (GUVNL) has released a draft for a tender to set up long duration 200 MW/1600 MWh standalone battery energy storage systems in Gujarat under TBCB on a BOO model. The last date for sending comments and suggestions is November 10, 2024.

Gujarat Urja Vikas Nigam Ltd. (GUVNL) has recently released a draft request for selection (RfS) document for setting up of projects of long duration 200 MW/1600 MWh standalone battery energy storage systems in Gujarat under tariff-based global competitive bidding (Phase-V). The projects will be set up under a build, own and operate (BOO) model.
The BESS will have a 200 MW/1600 MWh capacity that can deliver one cycle per day, cumulative BESS delivered capacity per day will be 1600 MWh.
The draft further mentioned that the BESS shall be charged by drawing power from GETCO and injecting power to GETCO network in accordance with the dispatch instructions issued by SLDC in consultation with GUVNL. GUVNL will provide the required power for charging BESS considering minimum system efficiency under the agreement.
GUVNL has asked for stakeholders’ comments and suggestions on the draft tender by November 10, 2024.
Bidders need to deposit INR 29,500 as a bid document fee. They further need to deposit INR 15 lakh (plus 18 percent GST) as a document processing fee. Additionally, INR 14.40 lakh per MW must be submitted in the form of Bank Guarantee as an earnest money deposit (EMD). Selected bidders need to submit a performance bank guarantee (PBG) for a value of INR 36 lakh per MW prior to the signing of BESPA.
The minimum bid size shall be 400 MWh i.e. 50 MW x 8 hours and in multiple of 50 MW/400 MWh. The full project capacity of 200 MW/1600 MWh will be located near substations within the State Transmission Utility (STU) network in Gujarat.
The draft tender proposes to promote only commercially established and operational technologies to minimise the technology risk and to achieve timely commissioning of the projects.
As for the financial eligibility, the net worth of the bidder shall be equal to or greater than INR 74 lakh per MW of the quoted capacity (in MW), as on the last date of the previous financial year, i.e. FY 2023-24 or as on the day at least 7 days prior to the bid submission deadline.
