GUVNL Invites Bids to Procure 250 MW Wind Power with Greenshoe Option of Another 250 MW
Gujarat Urja Vikas Nigam Ltd. (GUVNL) has issued a tender for purchase of power through competitive bidding process from 250 MW grid-connected wind power projects to be setup anywhere in India (Phase IX) with a greenshoe option of additional up to 250 MW. Bid submission ends on February 11, 2025.

Gujarat Urja Vikas Nigam Ltd. (GUVNL) has floated a tender for purchase of power through competitive bidding process (followed by e-Reverse auction) from 250 MW grid-connected wind power projects to be setup anywhere in India (Phase IX) with a greenshoe option of additional up to 250 MW.
Successful bidders need to set up wind power project(s) including the transmission network for connecting the project with CTU / STU Network. The bidders will be entirely responsible for acquiring the land required for setting up the project.
Bidders need to pay INR 25,000 (plus GST) as a cost for the bid document. They also need to deposit INR 3 lakh (plus GST) as a processing fee. Further, they need to furnish INR 13 lakh/MW as an earnest money deposit (EMD) in the form of a Bank Guarantee.
The last date for the submission of bids online is February 11, 2025. The techno-commercial bids will be February 14, 2025.
Eligible bid capacity for bidding for Intra-State projects will be minimum 10 MW and for Inter-State projects will be minimum 50 MW. The maximum eligible bid capacity for bidding is the tender capacity i.e. 250 MW for both ISTS and InSTS-connected projects.
Up to 250 MW additional capacity through a greenshoe option will be offered to the successful bidder(s), who are willing to execute PPA(s) with GUVNL at lowest tariff (L1 rate) discovered under competitive bidding process (followed by eReverse auction).
The projects selected under this tender must deploy wind power technology. However, the selection of projects would be technology agnostic.
In order to ensure that quality systems are installed, the type certified wind turbine models listed in Revised List of Models and Manufacturers (RLMM) of wind turbines prepared by MNRE will only be allowed. Only commercially established and operational technologies can be used to minimise the technology risk and to achieve the timely commissioning of the projects.
The tender document further clarified that projects under construction, projects which are not yet commissioned and projects already commissioned but do not have any long term PPA with any agency and selling power on short-term or merchant plant basis will, however, be considered, in case these projects are not already accepted under any other central or state schemes and do not have any obligations towards existing buyers.
The net-worth of the bidder or its affiliate or parent/ultimate parent in the last financial year must not be less than INR 1.27 crore/MW of the capacity quoted.
