Govt Aims for 24-Hour Rural Power Supply Through Key Schemes

The government aims for 24-hour rural power supply, achieved through major schemes and infrastructure upgrades. Jharkhand benefits from these efforts with enhanced electrification and new generation projects.

The Government of India aims to provide uninterrupted 24-hour power supply to all consumers as stipulated in Rule (10) of the Electricity (Rights of Consumers) Rules, 2020. While the Commission may permit lower supply hours for certain categories like agriculture, this rule applies universally across urban and rural areas.

This was revealed by the Minister of State for Power, Shripad Naik, in a written reply in Rajya Sabha, while  disclosing several key government programs to ensure uninterrupted power supply to rural areas, he said, "The Government of India has implemented several key initiatives to ensure uninterrupted power supply across the nation. Notable among these are the Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY), Integrated Power Development Scheme (IPDS), and Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA). These schemes are designed to assist states in providing reliable electricity to all households. In Jharkhand, projects amounting to INR11,391 crore have been undertaken to enhance the distribution system. This includes the development and upgrading of substations, HT and LT lines, Aerial Bunched Cables (ABC), and underground cabling. As a result, 2,583 villages have been electrified under DDUGJY, and 1,730,708 households have been connected through SAUBHAGYA."

He furher said, " The Government of India has introduced the Revamped Distribution Sector Scheme (RDSS), which aims to improve the quality and reliability of power supply through a financially sustainable and operationally efficient distribution sector. The RDSS has an outlay of INR 3,03,758 crore, with a Gross Budgetary Support of INR 97,631 crore from the central government over a period of five years, from 2021-22 to FY 2025-26. For Jharkhand, projects worth INR 4,181 crore have been sanctioned under RDSS to support distribution infrastructure and smart metering."

"The Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) also targets the electrification of Particularly Vulnerable Tribal Groups (PVTG) households. Under this scheme, INR 53.39 crore has been allocated for the electrification of 9,134 PVTG households in Jharkhand," he said.

Dwelling on the power generation front, he said, "The eastern region, including Jharkhand, has seen the addition of 6,220 MW of thermal capacity over the past five years. Jharkhand has been allocated 613 MW from this capacity. Additionally, three units of 800 MW each are under construction at Patratu, and one unit of 660 MW is being built at North Karanpura in Jharkhand. An additional 660 MW unit is also under construction at Barh, Bihar. Jharkhand's total share in these projects will amount to approximately 2,272 MW."

He noted that these measures have led to a notable improvement in power supply, resulting in a negligible gap between peak demand and demand met during the first quarter of FY 2024-2025.
