GEDA Issues Guidelines for Off-Grid Solar, Wind and Wind-Solar Hybrid Projects in Gujarat

Gujarat Energy Development Agency (GEDA) has issued a detailed procedure, instructions, guidelines and terms and conditions for setting up off-grid solar, wind, and wind-solar hybrid with or without storage.

Gujarat Energy Development Agency (GEDA) has issued a detailed procedure, instructions, guidelines and terms and conditions for setting up off-grid solar, wind, and wind-solar hybrid with or without storage.

The guidelines aim to assist isolated entities in meeting Renewable Purchase Obligation (RPO) requirements through off-grid renewable solutions, promote sustainable energy use in off-grid areas, and foster the adoption of diverse energy technologies to boost energy security and environmental sustainability.

Provisional Registration: Developers must apply online at Gujarat Energy Development Agency’s RE portal i.e. http://srtgeda.gujarat.gov.in/. Provisional Registration fees are INR 50,000 (plus GST) for wind and hybrid power projects and INR 10,000 (plus GST) for solar power projects. These fees will be adjusted against the developer application/final registration fee as the case may be.

NOC from DISCOM/GETCO: The developer must obtain NOC from the concerned DISCOM and or the GETCO confirming that the specific location/premises where the off-grid solar/wind/wind-solar hybrid projects with or without storage is proposed shall not be in any way physically connected with the grid.

Additionally, the DISCOM or GETCO will verify the ownership details and confirm whether the project is set up as a captive power project as per the policy of the state government in force or the project is set up by a third party/RESCO model under a third-party sale arrangement.

WTG Coordinate Verification: RE project developer, in case of wind and hybrid projects, shall apply for Pre-DP coordinates verification of Wind Turbine Generator (WTG) locations on the GEDA RE Portal along with the verification charges at INR 1,000 (plus GST) per WTG location.

Development Permission/Final Registration: Next, the RE Project Developer must apply to GEDA for development permission/final registration along with the necessary Detailed Project Report.

 

Approval of the Electrical Drawings: The RE Project Developer must obtain approval for the electrical drawing of Off-grid Solar/Wind/Wind-Solar Hybrid Projects with or without storage and associated equipment from the Chief Electrical Inspector (CEI)/Central Electricity Authority (CEA), as applicable.

Charging of Electrical installations: The RE Project Developer must obtain inspection and charging approval for the projects along with its peripherals and electrical installations, from the Chief Electrical Inspector (CEI)/Central Electricity Authority (CEA), as applicable.

Sealing of Energy Generation Meter: DISCOM shall seal the energy generation meter of the projects. DISCOM will inform GEDA regarding the sealing of the Energy Generation meter at the project site.

Project Site Witnessing: Upon submission of a commissioning request by the RE generator, GEDA shall witness the off-grid wind/wind-solar hybrid/solar plant.

Issuance of Certificate: Upon witnessing the commissioning of the RE Power Plant and receiving proof of Legal possession of the land along with NA/Deemed NA permission, GEDA shall issue the certificate for energy generation.

Submission of Monthly Generation Data to GEDA: The monthly generation data of the projects must be certified by CEI. Captive Power Plant (CPP) or off-grid projects owner must submit monthly generation certificates of the projects duly certified by CEI, to GEDA for RPO compliance, if applicable.

Adherence to MNRE Guideline: Off-grid wind/wind-solar hybrid projects with or without storage must adhere to the ‘Guidelines for Development of Onshore Wind Power Projects’ issued by the MNRE. In the case of Wind-Solar Hybrid Projects, the capacity of one resource (Solar or Wind) must be as per the National Wind-Solar Hybrid Policy notified by MNRE.
