EESL Invites Bids for 1 GW DCR-Compliant Solar PV Modules
Energy Efficiency Services Limited (EESL) has issued a tender for the supply of 1 GW DCR-compliant solar PV modules. The bid submission deadline is November 11, 2024, with a pre-bid meeting scheduled for November 4.

Energy Efficiency Services Ltd. (EESL), a joint venture of public sector units under the Ministry of Power providing energy efficiency solutions has issued a tender inviting bids for the supply of approximately 1 GW Domestic Content Requirement (DCR) compliant crystalline 540 Wp and above Solar PV Modules.
The tender was officially released on October 21, 2024. This tender aims to establish a rate contract for the design, manufacture, testing, and supply of solar PV modules that comply with DCR standards for various locations across India. The contract, intended to ensure a steady and reliable supply of solar modules, will be valid for six months, with fixed prices throughout this period. The quantities to be supplied under this contract will be allocated by EESL based on system-generated release orders, ensuring flexibility in delivery as per demand during the contract period. The pre-bid meeting has been scheduled for November 4, 2024. This meeting will be conducted either online or in person at EESL’s office in New Delhi, providing bidders an opportunity to clarify any technical or procedural queries regarding the tender.
The deadline for bid submission is set for November 11, 2024. The first envelope containing technical bids will be opened on November 11, 2024, with the second envelope containing price bids to be opened at a later stage following the evaluation of the technical bids.
The entire bidding process will follow a single-stage, two-envelope system under domestic competitive bidding. Bidders must submit their proposals via EESL’s designated e-procurement portal.
Bidders must adhere to the Domestic Content Requirement (DCR) standards, which mandates the use of domestically sourced components in the manufacture of solar modules to support India's push for self-reliance in renewable energy manufacturing. Any amendments or updates to the tender will be published exclusively on EESL’s e-procurement portal and the Government of India's Central Public Procurement Portal.
To participate, bidders are required to pay a non-refundable fee of INR 25,000 to access the bidding documents. Additionally, they must submit a separate bid security, or Earnest Money Deposit (EMD), for each package they are bidding on. The EMD amounts vary depending on the package, ranging from INR 6.02 crore to INR 10.38 crore.
The scope of work includes the delivery of solar PV modules to designated hub locations as directed by EESL. The tender outlines strict delivery schedules, and liquidated damages will be imposed on suppliers in case of any delays in delivery. Suppliers are also required to provide detailed invoices and dispatch information within one day of shipment to ensure smooth processing and efficient management of supply chain operations.
