DHBVN Invites Bids for 2.25 MW Solar Power Projects in Haryana under PM KUSUM – Component C

Dakshin Haryana Bijli Vitran Nigam Ltd. (DHBVN) has issued a tender to develop four grid-connected solar power plants with a cumulative capacity of 2.25 MW under the PM KUSUM Scheme – Component C. Bid submission ends on January 16, 2025.

Dakshin Haryana Bijli Vitran Nigam Ltd. (DHBVN) has floated a tender to develop four grid-connected ground-mounted solar power plants with a cumulative capacity of about 2.25 MW under PM KUSUM Scheme – Component C.

Two plants of 0.5 MW capacity each will be located in Sirsa. Another 0.5 MW plant will be located in Sohna subdivision of Gurugram. The fourth plant, with a capacity of 0.75 MW will be located in Fatehabad.

The scope of work includes design, engineering, procurement and supply, construction and erection, testing, and commissioning of those solar power plants, associated with 33kV or 11kV line. Developers will also need to provide a Remote Monitoring System (RMS) and comprehensive operation and maintenance (O&M) for 5 years.

Bidders need to pay INR 5,000 (plus 18 percent GST) as a tender document fee and an additional INR 1,000 (plus 18 percent GST) as an e-service fee. They also need to furnish INR 2 lakh as an earnest money deposit (EMD).

The last date for submission of bids is January 16, 2025. The techno-commercial bids will be opened on January 17, 2025.

Bidders are required to quote for the complete cumulative capacity of a minimum of 2.25 MW (AC) on a lumpsum turnkey basis.

“However, bidders can quote cumulative capacity higher than 2.25 MW (AC), based upon site survey by them prior to bid submission (minimum 0.5 MW (AC) or higher capacity at every site by considering a minimum 19 percent CUF at each site),” specified the tender document.

The bidder must have experience in EPC execution of grid-connected solar projects on a turnkey basis including its design, supply, installation and commissioning of solar PV power plant of cumulative capacity not less than 10 MW (AC) in the last seven financial years as on the last date of bid submission. However, such grid-connected solar PV power plant capacity must have been in satisfactory operation for at least 6 months prior to the last date of bid submission.

Out of the above, the bidder should have experience in EPC execution of grid-connected solar PV power projects on a turnkey basis including its design, supply, installation and commissioning of at least one grid-connected solar PV power plant project having an individual capacity of 2 MW (AC) or above in last seven financial years as on last date of bid submission. However, such grid-connected solar PV power plant capacity must have been in satisfactory operation for at least 6 months prior to the last date of bid submission.

Alternatively, the bidder must have experience in the execution of grid-connected solar PV power projects as a developer of grid-connected solar PV power plant(s) of cumulative capacity not less than 10 MW (AC) in the last seven financial years as on the last date of bid submission. However, such grid-connected solar PV power plant capacity must have been in satisfactory operation for at least 6 months prior to the last date of bid submission.

Additionally, the bidder must have experience in the execution of grid-connected solar PV power projects as a developer of at least 1 grid-connected solar PV power plant project having an individual capacity of 2 MW (AC) or above in the last seven financial years and till last date of bid submission. However, such grid-connected solar PV power plant capacity must have been in satisfactory operation for at least 6 months prior to the last date of bid submission.

The minimum average annual financial turnover during the last 3 years, ending March 31 for the previous financial year should be at least INR 25 crore. The net worth for the last financial year should be positive.
