The Directorate General of Trade Remedies (DGTR) has initiated multiple anti-dumping investigations into imports of solar encapsulants from China PR, South Korea, Thailand, and Vietnam, following complaints by RenewSys India Pvt. Ltd.
The probes cover Poly Olefin (POE) and EVA-POE-EVA (EPE) encapsulants, which are polymer-based components critical for manufacturing solar photovoltaic (PV) modules. These materials provide adhesion and cushioning, ensuring the structural integrity of panels by keeping glass, solar cells, and backsheets integrated. Anti-dumping duties are already in force for EVA encapsulants from China.
RenewSys India, holding a major share of domestic production, claims imported goods are technically and commercially substitutable with domestic products. Evidence shows these imports are being dumped at unfairly low prices, leading to undercutting, depressed profitability, underutilized capacity, and forced non-remunerative sales in India’s solar encapsulant industry. Other domestic producers, including Vishakha Renewables Pvt. Ltd. and Navitas Alpha Renewables, have supported the applications.
The period under investigation spans April 1, 2024, to March 31, 2025, while the injury assessment covers FY 2021-22 through FY 2024-25. DGTR’s preliminary analysis indicates that dumping margins from all subject countries exceed the de minimis threshold, warranting formal investigations.
All interested parties, including exporters, importers, and government authorities of the subject countries, have been asked to submit confidential and non-confidential information within 30 days. Submissions must comply with DGTR’s prescribed formats, including searchable PDF/Word documents and Excel data files, with non-confidential summaries provided to maintain transparency.
The investigations are being conducted under Section 9A of the Customs Tariff Act, 1975, and associated rules, with the objective of determining dumping margins and recommending duties sufficient to protect domestic manufacturers.
