CREDA Seeks Bidders for 20 MWp Rooftop Solar Projects in Chhattisgarh
CREDA has issued an Expression of Interest (EOI) for selecting bidders to implement ~20 MWp grid-connected rooftop solar PV systems under the RESCO model. The project targets registered housing societies. Bidding documents are available from December 30, 2024, with submissions open until January 30, 2025.

The Chhattisgarh State Renewable Energy Development Agency (CREDA) has issued Expression of Interest (EOI) for the implementation of ~20 MWp grid-connected rooftop solar PV systems under the RESCO model.
The initiative aims to facilitate the sale of solar power to registered Housing Societies at various locations in Chhattisgarh.
Bids must be submitted online until January 30, 2025. The technical bids will be opened on January 31, 2025, at the CREDA Headquarters in Raipur, followed by the evaluation and declaration of eligible bidders on February 3, 2025, at the same venue.
Bidders are required to submit bids through the Chhattisgarh E-Procurement portal on January 30, 2025, with an earnest Money Deposit (EMD) of INR 5,00,000 per MW. Cash or bank guarantees will not be accepted. A document fee of INR 5,000 plus 18 percent must also be paid. E-priCe bids will be opened on February 6, 2025, at CREDA Headquarters.
General eligibility criteria stipulate that bidders must be corporate entities incorporated in India under the Companies Act, 1956 or 2013; registered partnership firms under the Partnership Act, 1932; Limited Liability Partnerships (LLPs) under the LLP Act, 2008, or registered Sole Proprietorships.
Further, relevant incorporation or registration documents, such as Certificates of Incorporation or partnership deeds… Companies blacklisted or debarred by government agencies or PSUs are disqualified. Additionally, bidders with work order cancellations amounting to 25 percent or more of the cumulative value in the past five years, or those involved in litigation/arbitration with the nodal agency for projects of similar value, are ineligible. Bidders must demonstrate experience in implementing at least 500 KWp of grid-connected rooftop solar projects in the past three years, with at least one 100 KWp project at a single location. Proof of commissioning, such as work orders or client certifications, is mandatory.
Financially, bidders must possess a minimum net worth of INR 1 crore for the financial year 2023-24, based on audited financial statements. For partnerships and LLPs, the partner’s capital will be considered as net worth. Bidders can leverage the financial strength of affiliates, supported by a Certificate of Relationship certified by a statutory auditor or Chartered Accountant. In consortium bids, the lead member must individually meet financial criteria. Required financial documents, including balance sheets and profit and loss statements, must be certified by a CA.
Along with online submissions, bidders must provide original hard copies of their documents in three envelopes – Envelope A for pre-qualification, Envelope B for financial documents, and Envelope C for technical documents. Hard copies must match the documents uploaded online, though only e-submissions will be evaluated, and hard copies will be retained for record purposes.
CREDA advises bidders to complete registration and e-procurement formalities in advance to avoid technical issues. Assistance for portal-related queries will be provided by CREDA, provided bidders submit valid evidence of technical difficulties.
