Coal India Invites Bids for Massive 1 GW Solar Installation in Rajasthan

Coal India invites bids for a 1 GW solar project in Bikaner, Rajasthan, under RUVNL’s 2 GW solar park, marking a major move towards clean energy diversification and sustainability.

Coal India Ltd. (CIL) has invited bids for the development of a 1,000 MW (AC) grid-connected solar power project in Rajasthan, marking a significant move by the state-owned coal mining company into the renewable energy space.

The solar project is part of the larger 2,000 MW solar park being developed by Rajasthan Rajya Vidyut Utpadan Nigam Ltd.(RUVNL) in the Bikaner district. The project will be implemented on a turnkey basis. The selected engineering, procurement, and construction (EPC) contractor will be responsible for the design, engineering, supply, installation, and commissioning of the plant, along with associated civil works.

The contract also includes operations and maintenance of the project for two years after commissioning. Bidders have until May 7, 2025, to submit their proposals. Technical bids will be opened the following day, on May 8. Interested participants are required to submit an earnest money deposit of INR 5 million (approximately USD 58,368).

The project mandates a minimum capacity utilization factor (CUF) of 28 percent. To meet this, the selected bidder must install at least 1,350 MW (DC) worth of solar modules. The plant is expected to generate 2.45 billion units of electricity annually. The solar modules must adhere to a degradation rate capped at 0.5 percent per year. The entire project must be commissioned within 24 months from the date of award. Failure to meet this timeline will result in liquidated damages of up to 10 percent of the total contract value.

To qualify, bidders must have a demonstrated track record of successfully executing EPC or turnkey solar projects. They must have executed projects with a cumulative capacity of at least 200 MW (AC), including at least one individual project of 50 MW (AC) or more, which should have been operational for a minimum of six months in the last ten years.

Financial eligibility criteria include an average annual turnover of INR 14.43 billion (approximately USD 168.42 million) over the last three financial years. Additionally, the bidder must have a net worth of INR 4.81 billion (around USD 56.13 million) as of March 31, 2024. This tender is part of Coal India’s broader strategy to diversify its energy portfolio and support India’s clean energy ambitions.

In December 2024, CIL floated an expression of interest (EoI) for another 1 GW solar project in Rajasthan. In November 2024, its green energy arm, CIL Navikarniya Urja, also invited bids for a 40 MW solar power project in Madhya Pradesh.
