Coal India Invites Bids for Balance Work of 100 MW Grid-Connected Solar PV Plant in Gujarat
Coal India has issued a tender for completion of balance work on risk and cost basis for 100 MW (AC) solar photovoltaic grid-connected power project, located in its plant at Bhadramali and Jabadia Village, Banaskata District in Gujarat. The last date for submission of bids is October 24, 2024.

Coal India Ltd. (CIL) has recently floated a tender for balance work on risk and cost basis for 100 MW (AC) solar photovoltaic grid-connected power plant and operation and maintenance for five years. The project is located at Bhadramali and Jabadia Village, Banaskata District in Gujarat.
The scope of the work includes completing the balance work on an ‘as is where is’ basis, utilising supplied materials and executed work, and supplying and erecting the remaining components. The project must be commissioned within ten months from issuance of LOA.
Tentative value of the tender is INR 410.16 crore.
The pre bid meeting will be held on October 3, 2024. The last date for submission of bids is October 24, 2024. Bids will be opened on October 25, 2024.
Bidders need to deposit INR 50 lakh as an earnest money deposit (EMD).
For the first year, the minimum guaranteed generation should be 253.2 million units and the minimum capacity utilisation factor (CUF) should be 28.9 percent. Degradation of 0.5 percent on subsequent years would be allowed.
The intending tenderer must possess experience of having successfully completed similar works during last seven years ending last day of month previous to the one in which bid applications are invited.
For three similar completed works, the minimum capacity of each work should not be less than 20 MW (AC) and for two similar completed works, it should not less than 25 MW (AC). For one similar completed work, the minimum capacity should be 40 MW (AC).
The definition of similar works shall be work related to design, supply, installation, testing and commissioning of Solar Photo Voltaic (SPV) grid-connected power plant(s). Alternatively, EPC players with experience of executing SPV grid-connected power plant(s) on turnkey basis will also be eligible. The SPV plant can be ground mounted or roof-top or floating.
The average annual financial turnover during the last three years should be at least 30 percent of the estimated cost put to tender. The net worth of the bidder as on the last date of each of the last three financial years just preceding the financial year in which bid has been submitted should be positive.
Additionally, the bidder must submit a certificate of possessing adequate working capital, which should amount to at least 20 percent of the project’s annualised or estimated value (whichever is less) inclusive of access to lines of credit and availability of other financial resources to meet the project requirements.
