Coal India Ltd. is planning to develop solar PV project of capacity 1,000 MW in Rajasthan Rajya Vidyut Utpadan Nigam Ltd.’s (RVUNL) solar park in Pugal tehsil of Bikaner district of Rajasthan.

Accordingly, CIL has floated an EoI for design, engineering, supply and procurement, construction, erection, testing, commissioning, operation and maintenance of solar photovoltaic grid-connected power plant of capacity 1,000 MWAC.

The scope will involve turnkey EPC of the entire plant including supply of solar PV modules along with BOS.

The last date for submission of bids is January 2, 2025. The techno-commercial bids will be opened on January 3, 2025.

Bidders need to bid for a minimum of 200 MWAC capacity.

The solar power plant must be designed for interconnection with the pooling substation at the solar park through dedicated cable/line at voltage level of 33 kV. The EPC contractor will have to connect their project to the pooling substation at 33 kV through dedicated cable/ line.

Development of infrastructure such as roads, water system, evacuation system from pooling substation to grid substation etc, shall be under the scope of the solar power park developer and hence, shall not be included in the scope of the EPC contractor.

For evacuation of power from the solar park, 400kV/765Kv substation is planned near the solar park which is being built by Rajasthan Vidyut Prasaran Nigam (RVPN).

Bidders are required to submit a cost estimate for the project, detailing the solar project capacity, proposed percentage of DC overloading to achieve a 28 percent CUF at the delivery point in the first year, as well as the supply of solar modules and the balance of the system.
