The Bihar State Power Generation Company Ltd. (BSPGCL) has issued Request for Proposal (RFP) for the procurement of solar power through grid-connected solar photovoltaic (PV) projects with capacities ranging from 2 MW to 20 MW (AC).
This initiative, conducted under the Renewable Energy Service Company (RESCO) model, aims to utilise private pond areas in Bihar for installing ground-mounted solar PV systems with raised structures, targeting a cumulative capacity of 20 MW (AC).
Bidders must note that the cost of the bid document is set at INR 25,000, along with an additional 18 percent GST. To facilitate participation, a pre-bid conference will be held on October 22, 2024, at 11:00 AM, in the Conference Hall located on the 5th floor of Vidyut Bhawan, Bailey Road, Patna, with options for online and offline attendance. The last date for the sale of tender documents is November 12, with bids due for submission online by the same date until 4:00 PM. Physical submissions of proof for the tender document fee, bid processing fee, and Earnest Money Deposit (EMD) are also due on November 12, 2024. The opening of technical bids will occur on the same day at 5:00 PM, with the date for financial bid openings to be communicated later to technically qualified bidders.
The bid security (EMD) is set at INR 10 Lakh per MW and must be submitted in the form of a Bank Demand Draft, Bank Guarantee, or Payment on Order Instrument in favor of 'Bihar State Power Generation Company Ltd.' payable at Patna. An E-Reverse Auction schedule will follow the evaluation of the financial bids.
In accordance with project guidelines, Solar Power Developers (SPDs) are required to manage technology risks by adhering to the rules and regulations established by Bihar's policies and statutory bodies.
The project must be designed for grid connectivity in compliance with current Bihar Electricity Regulatory Commission (BERC) regulations and the guidelines from State Distribution Companies (DISCOMs). The SPD will bear the full cost of obtaining grid connectivity, including transmission to the Interconnection/Delivery Point, where energy accounting will take place. Furthermore, the SPD is responsible for the operation and maintenance of the power evacuation system up to the Interconnection Point.
To facilitate this connectivity, SPDs must arrange for a dedicated high-tension (HT) line, with all associated costs, such as construction, wheeling charges, and maintenance, covered by the SPD. Compliance with BERC regulations on forecasting, scheduling, and deviation settlement is mandatory, along with all liabilities related to Long-Term Open Access (LTOA) and connectivity. Additionally, the SPD is accountable for reactive power charges as per BERC regulations, according to the provisions of the Power Purchase Agreement (PPA). Metering arrangements must also adhere to the relevant clauses specified in the PPA.
