Bihar State Power Generation Company Invites Bids for 125 MW/500 MWh BESS Projects
Bihar State Power Generation Company Ltd. has issued a tender for a 125 MW/500 MWh standalone battery energy storage system (BESS) under tariff-based competitive bidding, with Viability Gap Funding (VGF) support, in ‘BOOT’ mode. Bid submission ends on March 23, 2025.

Bihar State Power Generation Company Ltd. has floated a tender for setting up of 125 MW/500 MWh standalone battery energy storage systems (BESS) under tariff-based competitive bidding (TBCB) in Bihar with Viability Gap Funding (VGF) support under ‘BOOT’ mode.
Bidders will be required to set up a BESS, with the primary objective of making the energy storage facility available to State Transmission Utility (STU) for charging/discharging of the BESS, on an ‘on demand’ basis connected at not less than 33 kV.
Bidders need to pay INR 25,000 (plus GST) as a tender document fee. Further, they need to furnish INR 7.5 lakh/MW as an earnest money deposit (EMD). Selected bidders need to submit Performance Bank Guarantee (PBG) of INR 18.5 lakh/MW, prior to signing the BESPA.
The last date for the submission of bids is March 23, 2025. The techno-commercial bids will be opened on March 24, 2025.
The minimum bid size will be 5 MW/20 MWh.
Setting up of the BESS and interconnection of the BESS with the STU/Grid network will be under the scope of the BESSD.
The BESSD must make the BESS available for 1 operational cycle per day, i.e. 1 complete charge-discharge cycles per day. The BESSD must guarantee a minimum system availability of 95 percent on monthly basis.
The tender is technology agnostic on the nature of battery storage system being opted by the BESSD. However, it is proposed to promote only commercially established and operational technologies to minimise the technology risk and to achieve timely commissioning of the projects.
The net worth of the bidder must be positive. Additionally, the bidders must possess a minimum annual turnover of INR 3 crore/MW of the quoted capacity in MW in the 3 previous financial years as on the date of techno-commercial bid opening.
