Bihar Invites Bids for 116 MW Solar Project with 241 MWh BESS

Bihar State Power Generation Company Ltd. has invited bids for an EPC contractor to develop a 116 MW solar PV project with a 241 MWh battery energy storage system in the Lakhisarai district. Bid submission ends on April 10, 2025.

Bihar State Power Generation Company Ltd. has floated a tender for the selection of an EPC contractor for survey, design, engineering, supply, procurement, installation, erection, construction and commissioning of grid-connected 116 MW (AC) solar PV along with 241 MWh (50.5 MW x 4 Hour) battery energy storage system (BESS) power plant in Lakhisarai district in Bihar.

The estimated cost of the project is INR 1064.17 crore. The project must be completed in 18 months.

Bidders need to pay INR 29,500 as a tender fee and another INR 5,900 as a tender processing fee. Further, they need to furnish INR 10.64 crore as an earnest money deposit (EMD).

The last date for submission of bids is April 10, 2025 till 4:00 PM. The techno-commercial bids will be opened on the same day at 5:00 PM.

Selected bidders must use solar modules from the Ministry of New and Renewable Energy's List-I under the Approved Models and Manufacturers of Solar Photovoltaic Modules.

The bidder must have designed, supplied, and erected/supervised and successfully commissioned solar photo voltaic (SPV) based grid-connected solar power plant(s) of cumulative installed capacity of 150 MW (AC) in India in the previous 10 years.

Of this capacity, the bidder must have commissioned either on project of at least 60 MW or two projects of at least 45 MW each or three projects of at least 30 MW each.

Ground-mounted solar PV projects of 1 MW (AC) or higher capacities will only be considered for meeting the cumulative capacity requirement. 

Additionally, the bidder must have experience of having successfully completed/ongoing design, engineering, procurement, testing and commissioning of grid-connected battery energy storage system (BESS) of at least one plant having individual capacity of 5 MWh or above in India or out of India.

Alternatively, the Bidder must own and operate a 500 MWh+ facility for manufacturing lithium-ion or superior battery technologies in India. This facility must be operational at the time of bidding.

As for financial eligibility, the cumulative turnover of the bidder for the last three financial years must be at least INR 1,350 crore. The net worth of the bidder during the last financial year must be positive.
