BGSYS Invites Proposals for Solarising District Panchayat Resource Centres
The Bihar Gram Swaraj Yojana Society (BGSYS) seeks online proposals for the supply and installation of solar panels, inverters, and batteries at functional District Panchayat Resource Centres (DPRC) under the Panchayati Raj Department, Government of Bihar.

The Bihar Gram Swaraj Yojana Society (BGSYS), under the Panchayati Raj Department, Government of Bihar, has issued a Request for Proposal (RFP) inviting online bids from reputed agencies for the supply and installation of solar panels, inverters, and batteries at District Panchayat Resource Centres (DPRC). The initiative aims to enhance sustainable energy solutions to 38 districts across the State.
Initially, the project will cover 16 districts, with each DPRC requiring one solar system, one inverter, and twelve batteries. To participate, bidders must submit an Earnest Money Deposit (EMD) of INR 6,00,000, refundable for unsuccessful bids, while MSMEs with UDYAM certification are exempt. Tender fee is INR 5,000 , which is mandatory and non-refundable.
Key dates include a pre-bid meeting on October 16, 2024, and a final submission deadline of November 19, 2024, at 3:00 PM, followed by the opening of technical proposals later the same day.
The contract will be awarded to the lowest bidder (L1) based on the overall cost quoted. The initial contract period is three years, with the possibility of extension through mutual agreement. The technical specifications for the project require the installation of a 5 kW hybrid solar power plant, featuring 500W mono-crystalline panels with 20 percent efficiency, a hybrid inverter with grid export capabilities, and a battery system providing six hours of backup.
The selected agency must provide a performance security equivalent to 5 percent of the contract value, valid throughout the contract period, which can be renewed if the project is extended. Penalties may be imposed for delays or unsatisfactory performance, including the forfeiture of performance security, and the contract may be terminated if necessary.
The BGSYS reserves the right to reject any bid at any stage without obligation to provide explanations. Bidders should be aware that the process will be governed by the laws of Bihar and India, with any disputes falling under the jurisdiction of Patna courts.
