Assam Power Distribution Company Invites Bids for 134 MW Rooftop Solar Projects

Assam Power Distribution Company Ltd. has issued an RfP for the selection of solar rooftop power developers for a cumulative capacity of 134 MW of grid-connected rooftop solar power projects (without battery storage) on different government buildings in Assam under RESCO mode under PM Surya Ghar Muft Bijli Yojana. Bid submission ends on March 11, 2025.

Assam Power Distribution Company Ltd. has floated a tender for the selection of solar rooftop power developers for a cumulative capacity of 134 MW of grid-connected rooftop solar power projects (without battery storage) on different government buildings in Assam under RESCO mode under PM Surya Ghar Muft Bijli Yojana.

The projects have been divided into three packages:
  • PKG 1: Lower Assam Region – 76 MW
  • PKG 2: Central Assam Region – 31 MW
  • PKG 3: Upper Assam Region – 27 MW
Bidders need to pay INR 29,500 (plus GST) as a tender document fee. Further, they need to furnish INR 840/kW of the quoted capacity to be submitted in the form of a bank guarantee. Selected bidders need to submit a Performance Guarantee for a value of INR 2,100/kWp of accepted final project capacity prior to the signing of the PPA for each project.

Bid submission starts on February 28, 2025, and ends on March 11, 2025. The techno-commercial bids will be opened on March 12, 2025.

The bidder has no option to submit a bid for more than one package against the following tender. Bid for splitted or part capacity mentioned for the Package is not permitted.

The declared annual CUF must not be less than 13.5 percent.

The bidder must have experience in the design, supply, installation and commissioning of grid-connected rooftop solar photovoltaic (SPV) power plants in India of a cumulative installed capacity of 10 percent of the tender capacity or higher in the last 5 years prior to the last day of month previous to the one in which the RfP is invited.

Out of the above-stated cumulative installed capacity, at least one grid-connected rooftop solar photovoltaic (SPV) power plant must have been of 50 kWp or higher capacity. These reference plants must have been in successful operation for at least 6 months ending prior to the last day of the month previous to the one in which the RfP is invited.

As for financial eligibility, the net worth must be positive in two years out of the last three immediately preceding financial years with the condition that the net worth must be positive in the immediately preceding financial year.

Additionally, the bidder must demonstrate a Minimum Average Annual Turnover (MAAT) of INR 12,600/kW of the total quoted capacity during the last three financial years.
