Assam Integrated Clean Energy Policy 2025: 11.7 GW RE Target by 2030

The Assam government has introduced its Integrated Clean Energy Policy 2025, setting a bold vision to establish the state as a clean energy hub by 2030.
With a target to achieve 11.7 GW of renewable energy capacity, the policy outlines plans for 3 GW of solar, 200 MW of wind, 2 GW of pumped hydro, 1 GW of battery storage, and 1.9 GW of rooftop solar. It also includes 300 MW of floating solar to utilise the state's abundant water resources.
The policy promotes the development of a green hydrogen economy, aiming to produce 2,000 kilo tonnes per year of green hydrogen by 2030. It proposes the creation of hydrogen valleys and offers incentives to set up electrolyzer manufacturing units. To support the grid and ensure reliability, the state also plans to develop robust energy storage solutions, including 1 GW of battery energy storage systems and 2 GW of pumped hydro storage.
Assam is also betting big on biofuels, with a vision to scale up ethanol production to 1,500 kiloliters per day and bio-CNG to 10,000 tonnes per day. For electric mobility, the state plans to install 2,000 EV charging stations, expanding the infrastructure needed for a transition to clean transport.
The policy offers a host of incentives to attract investment. Renewable energy projects will receive concessional land allotment, with land designated as deemed non-agricultural. Solar and wind developers will benefit from exemptions on transmission charges, wheeling charges, electricity duty, and cross-subsidy surcharges. Green hydrogen production will receive a 30 percent capital subsidy for electrolyzers, full reimbursement of SGST, and a complete waiver on transmission charges.
Biofuel developers are eligible for a 25 percent capital subsidy for compressed biogas plants, along with SGST reimbursement. Energy storage projects will benefit from SGST refunds and zero electricity duty. Further, manufacturing units involved in solar, wind, battery, or electrolyzer production will receive financial support to boost local industrial capacity.
For efficient execution, APDCL (Assam Power Distribution Company Limited) has been designated as the nodal agency responsible for overseeing project approvals and disbursing incentives.
The policy mandates strict timelines for implementation as it mentions 24 months for solar and wind projects and 48 months for pumped hydro projects. A single-window clearance system through an online portal will ensure ease of doing business and faster project rollouts.
The policy will remain in force until March 2030, or until a new policy is announced. With this roadmap, Assam seeks to not only meet its own energy demands sustainably but also contribute significantly to India's national net-zero targets.
