APERC Clarifies Solar Net Meter Billing Procedure During Defective Period

In a bid to promote transparency and minimise disputes, the Andhra Pradesh Electricity Regulatory Commission has issued a clarification regarding the estimation of electricity units exported by Solar Net Meter consumers during periods when the meter is defective or not functioning.

Andhra Pradesh Electricity Regulatory Commission (APERC) has recently issued a clarification regarding the procedure for calculating electricity units exported by Solar Net Meter consumers during periods when the meter is defective or not functioning.

“As per APERC Solar Rooftop PV Regulation Clause 15, all provisions of GTCS, the Supply Code, and relevant regulations apply to prosumers. This includes prior notification to the DISCOM before installing SRTPVS behind the meter, an undertaking to pay applicable charges, and compliance with CEA technical standards,” mentioned the clarification.

It further clarified that during a meter malfunction, the estimate of the energy exported will be measured by using the average of the units recorded in the last three billing cycles prior to the defect. This approach ensures consistency in handling meter recording issues.

In cases where meters are stuck or not recording correctly, GTCS Clause 7.5.1.4.2 should be used which involves using the last known accurate readings or average usage data for estimation.

For Defective meters, the estimation will be as per GTCS Clause 7.5.1.4.3, including recalibration or replacement, and use historical data for accurate estimation of usage.

These guidelines aim to maintain transparency, accuracy, and regulatory compliance when estimating the electricity units exported by SRTPVS consumers during periods of meter malfunction.
