Andhra Pradesh Waives Charges for Rooftop Solar Projects up to 10 kW Under PM Surya Ghar
The Andhra Pradesh Electricity Regulatory Commission (APERC) has waived application fees and net metering charges for rooftop solar systems up to 10 kW to boost adoption under the Pradhan Mantri Surya Ghar: Muft Bijli Yojana.

The Andhra Pradesh Electricity Regulatory Commission (APERC) has exempted domestic consumers from application fees and net metering charges for rooftop solar systems up to 10 kW under the Pradhan Mantri Surya Ghar: Muft Bijli Yojana.
Earlier, Andhra Pradesh Eastern Power Distribution Company (APEPDCL) requested instructions from the Commission to waive the application fees, net metering costs, and the requirement of a net metering agreement for domestic consumers installing solar rooftop systems (SRTs) of up to 10 kW under the PM Suryaghar Scheme.
This decision to waive the fees came after the Commission carefully examined the request of APEPDCL and the views of the Andhra Pradesh Southern Power Distribution Company (APSPDCL) and Andhra Pradesh Central Power Distribution Corporation (APCPDCL) to promote the installations of solar rooftop systems.
APERC exercised the powers under clauses 18 (Power to Relax) and 20 (Power to Remove difficulties) of APERC (The Grid Interactive Solar Rooftop Photovoltaic System under Gross/Net Metering) Regulation 2023 (Regulation 4 of 2023), to order the modifications.
Its order read, “The DISCOMS are directed not to collect the application fee/charges and net-metering cost from domestic consumers for the installation of SRTS up to 10 kW contracted load.”
However, the Commission clarified that the net-metering agreement remains mandatory. “The net-metering agreement cannot be dispensed with, keeping in view the rights of both parties in the agreement,” it said.
