The Andhra Pradesh Electricity Regulatory Commission (APERC) has issued the draft grid interactive solar rooftop photovoltaic systems under net/gross metering regulations 2023. With these regulations, APERC proposes to reduce the net metering upper cap for rooftop solar projects from 1 MW to 500 KW and increase the gross metering cap from 1 MW to 5 MW.Projects of capacity upto 5000 KW would be permitted at a single location.
Under the draft, the capacity of a grid-Interactive SRTPVS with or without battery energy storage system under net/gross metering to be installed at the premises of any individual prosumer should not be less than 1 KW.
Meanwhile, the capacity of the grid-Interactive SRTPVS with or without battery energy storage system under the multiple services of an individual consumer or group net metering framework to be installed by any consumer should not be less than 5 KW.
The cumulative capacity of all grid-Interactive SRTPVSs under net or gross metering arrangements connected to a particular distribution transformer or feeder of the licensee should not exceed 80 percent of its rated capacity.
The draft rules also mandated the DISCOMs to deliver the metering equipment within 15 days and 30 days in case of LT and HT respectively.
All registered companies, government entities, partnership companies, firms, individuals (who are the consumers of AP DISCOMs) are eligible for setting up of the grid-Interactive SRTPVS with or without battery energy storage system.
The regulations are expected to not only address the issues raised by the consumers but also align state regulations with the rules of the central government.
