ALMM List-II for Solar PV Cells to be Effective from June 1, 2026
The Ministry of New and Renewable Energy (MNRE) has amended the ALMM order to introduce List-II for solar PV cells, effective from June 1, 2026, to bolster domestic solar manufacturing and reduce import dependency.

Ministry of New and Renewable Energy (MNRE) has recently notified an amendment to the Approved List of Models and Manufacturers (ALMM) order to issue List-II solar PV cells which is proposed to be effective from June 1, 2026.
“With installed capacity of solar PV cells in the country expected to increase substantially in next year, it has been proposed to issue List-II of solar PV cells under ALMM, which shall be effective from June 1, 2026,” informed MNRE through the notification.
It further specified that though the ALMM order dated January 2, 2019 had provision for List-l, specifying models and manufacturers of Solar PV Modules and List-II, specifying models and manufacturers of Solar PV Cells, till date, List-ll of solar PV cells has not been issued due to installed capacity of solar PV cells in the country being lower than demand.
The idea behind this move is to encourage domestic manufacturing of solar power equipment including modules and cells and thereby reduce reliance on import.
As per the amendment, all projects falling under the purview of ALMM shall have to mandatorily source their solar PV modules from models and manufacturers included in ALMM List-I for solar PV modules and such solar PV modules in turn shall have to use solar PV cells from amongst the models and manufacturers enlisted in ALMM List-II for solar PV cells.
However, MNRE clarified that all projects where the last date of bid submission is before the issuance of this order shall stand exempted from the mandatory requirement of using solar PV cells from ALMM List-II, irrespective of their date of commissioning.
“Such projects will be exempt from the requirement of using solar PV cells from ALMM List-II, even if their date of commissioning is beyond June 1, 2026,” clarified the notification.
It further called for the inclusion of a clause in the tender/RfS documents of would-be bid-out projects covered under ALMM for the mandatory use of solar PV modules and cells from models and manufacturers included in ALMM List-I and ALMM List-II, irrespective of their date of commissioning i.e. even if it gets commissioned before June 1, 2026.
“In case of such tenders which have been issued prior to the date of issuance of this order, but the last date of bid submission is after the issuance of this order, the concerned bidding agency would issue an amendment to the tender document to include provisions stating that bidders shall take into account the provisions of ALMM for solar PV cells while submitting their bids,” it clarified.
From June 1, 2026 onwards, only such solar PV modules will remain in ALMM List-I of solar PV modules which are using solar PV cells from ALMM List-II and solar PV module manufacturers who fail to comply to this condition, will be delisted from ALMM List-I.
However, after May 31, 2026, a separate ALMM List-I(a) for solar PV modules would be maintained and this list would contain such solar PV modules which are enlisted in ALMM but do not use solar PV cells from ALMM List-II.
This ALMM List-I(a) would be applicable only for such projects which are mandated to use solar PV modules from ALMM for solar PV modules [List-I/ List-I(a)] but are exempt from using solar PV cells from ALMM List-II.
Net-Metering projects and open access RE power projects are mandated to use solar PV modules enlisted in ALMM, unless such projects are exempt from ALMM in accordance with provisions of MNRE.
“These net metering and open access RE power projects which are mandated to use ALMM enlisted modules, will stand exempted from the requirement of using solar PV cells from ALMM List-II if such projects get commissioned prior to June 1, 2026. All the net metering projects and open access RE power projects which get commissioned on or after June 1, 2026, shall have to mandatorily source their solar PV modules from ALMM List-I and solar PV cells from ALMM List-II,” specified the notification.
The Ministry further stated that thin film technology based solar PV modules enlisted in ALMM List-I and manufactured in integrated solar PV module manufacturing units enlisted in ALMM List-I, will be considered to be in deemed compliance to the requirement of using solar PV cells from ALMM List-II.
